Summary
This is an ASM-2 level contract position - Under general supervision, responsible for moderately complex budgeting activities and in preparing basic standard financial reports. This position requires a working knowledge/skill of financial policies, procedures and usage of business systems. Works under general direction within guidelines, policy or past precedent. Takes independent actions within a defined area. Work is reviewed while in progress. Solves problems of medium complexity within own organization. May participate in the revision of policies and procedures. Has some contact outside of own organization. Errors in judgment could have a moderate impact within a group or division. Formulates, distributes and maintains budgets for programs or organizational units using actual performance, previous budget figures, estimated funding, expense reports, and other data sources to control funds and provide for proper financial administration. Prepares financial plans, monitors implementation of financial policies, prepares regular and special-purpose reports, maintains historical records, analyzes trends, establishes cost rates and labor & M&S forecasts, recommends and interprets budgetary policies and procedures, prepares comparative evaluation of actual costs against budgeted funds, and determines rationale for variances between costs and budget. Prepares proposals for funding. Enters, tracks and requests changes for funding.
Required Skills
Extensive experience conducting budget formulation, budget execution, financial analysis, detailed problem solving and fiscal administration. Excellent working knowledge of large, complex budgets and funding practices. Excellent working knowledge of the Laboratory's financial systems. Ability to work effectively on multiple projects with varying priorities and deadlines and take ownership of problems. Ability to provide creative business solutions to a wide variety of financial problems. Extensive knowledge of finance and accounting techniques and principles including Cost Accounting Standards. Extensive experience using PC-based software for analyzing budgets and preparing complex spreadsheet/graphical presentations. Proven record of being a self-starter and exceptionally customer focused. Experience working in a team environment. Effective oral and written communication skills. Effective interpersonal skills. Effective analytical and problem solving skills. Ability to obtain a Q clearance, which normally requires US citizenship.
Desired Skills
Broad knowledge of Laboratory and DOE budgeting policies and procedures. Experience working with subcontracts. Experience in mentoring/training other personnel. Active or reinstatable DOE Q clearance desired.
Education
Master's degree in business administration or equivalent combination of education and relevant experience.
