Summary

Manages institutional, organizational, programmatic or facility records, may include developing and using electronic records management systems (ERMS), ensuring compliance with Department of Energy (DOE) and Laboratory requirements regarding records(s) submittal, receipt, transfer, storage, research, retrieval, usage, and disposition; serves as steward to protect corporate memory. May participate in assessing records management programs. May identify, document and maintain vital records, manage classified records and repositories and may administer records center activities. May develop and implement records management training for other records management specialists or customers. May provide records management support to the Laboratory executive team including receiving, scanning, indexing, distribution, and retrieving their official correspondence. Assigns actions to executive team (director, principal associate directors and associate directors) and provides weekly action tracking reports to the executive team based in content of official correspondence. May manage the distribution of Laboratory-wide electronic distributions including formatting, posting, and email distributions. Ensures compliance with Department of Energy (DOE), Laboratory, and IRM requirements regarding the capture, indexing, distribution, storage, and retrieval for Laboratory records or official correspondence of the executive team in any format. Assists in development and deployment of records management applications (RMAs) and/or other approved automated record systems relevant to operations; utilizes such systems at an advanced level. Works with vendors, information technology and co-workers to improve, coordinate, and maintain computerized processes and electronic repositories for information and records. Reviews existing systems, analyzes information and makes recommendations for change and improvements. Utilizes in-depth knowledge of Laboratory organizations and personnel and of the Laboratory's operations, practices, and procedures to ensure appropriate routing of official correspondence; processes incoming and outgoing mail for the Laboratory director and his direct reports, safeguarding sensitive and privileged information, recognizing, prioritizing, and capturing action items for the director's office recipient, tracking and scanning correspondence in an automated system. Prepares weekly action tracking reports for the director's staff and updates database to respond to dynamic environment to document appropriate closeout actions. Provides advanced expertise and assistance in researching, and retrieving official correspondence for the executive team, and its staff. Develops new records services for the director's staff. Assists in developing special projects associated with the access, usage, disposition, movement and tracking of records and information through project lifecycle. Participates in the development and implementation of the institutional records management program. Performs special assignments as requested. Develops, designs and documents new organizational procedures, reports, forms, memos, systems, etc. Participates in or represents institutional records management in internal and external management or security assessments, inventories and audits. Educates, guides and supports customers in addressing records management retention policies and procedures. Performs in-depth records analysis and reviews, interprets policies/procedures, applies appropriate record retention schedules. Interprets metadata capture requirements for RMAs and other approved records systems, indexes records to meet requirements and the needs of the users to enable accurate and timely retrieval at the document level. Performs and documents the record transfer and destruction processes on a routine basis. Assures proper transfer and/or destruction of records as needed.

Required Skills

In depth knowledge of the Department of Energy (DOE) records management schedules. In depth knowledge of the Laboratory's records management policies, practices, and procedures. In depth knowledge of legal requirements affecting records management and administration. Demonstrated experience and skill in records management applications (RMAs) or other approved automated record systems. Experience in gathering, analyzing, or interpreting information to promote the development of the institutional records management program. Experience in developing content for records management education or promotion.

Desired Skills

National Archives and Records Administration (NARA) certification.

Education

Bachelor¿s degree and related experience, or an equivalent combination of education and experience.
