Position Overview

The successful applicant will work as a Project Engineer within the Engineering Services Division and will be assigned to a capital project at the Laboratory. This position provides the following project engineering services: engineering management of all aspects of the technical execution of the design engineering on assigned projects including F&ORs, cost account management, and design schedule performance. Responsibilities include: implementing the project requirements from project inception through design, construction, and closeout in accordance with the Conduct of Engineering processes utilizing either internal or external design agencies. The PE will take daily work direction from the assigned Project Manager.

Key Position Requirements

Demonstrated successful experience in performing the PE function for facility,programmatic, nuclear or radiation waste type projects, successful experience in leading multi-discipline project and engineering design teams, execution of complex construction projects, extensive knowledge of cross-discipline engineering design, industry standards, DOE requirements, NQA-1 quality requirements and a demonstrated experience in managing a matrix type organization. A record of personal integrity, trustworthiness and commitment to development of the PE team. Candidate should have a minimum of 10 years experience in project engineering, design engineering or project management.

Summary

Supervises the engineering activity (all disciplines) on a project, or designated portions of a project, for a global business unit. Plans and directs engineering assignments on the project. Demonstrates technical responsibilities for interpreting, organizing, executing, and coordinating these assignments.

Job Duties

  1. Safety and security are a primary responsibility for all Laboratory employees. Maintains required safety and security training and assures compliance; makes safety and security an integral part of every task. Takes steps to stop work if unsafe conditions exist or security is compromised.
  2. Adheres to engineering policies, programs, procedures and practices.
  3. Researches, assembles, and/or evaluates information or data regarding industry practices or applicable regulatory changes affecting engineering policies or programs; recommends sound, practical solutions to complex issues.
  4. Plans and schedules detailed phases of engineering work, usually in one discipline. Performs work that involves conventional engineering to resolve conventional engineering issues but may include complex features such as resolving conflicting design requirements, unsuitability of conventional materials and/or difficult coordination requirements.
  5. Uses professional concepts and Laboratory objectives to resolve complex issues in creative and effective ways.
  6. Frequently contributes to the development of new methods and approaches.
  7. Develops resolutions to complex problems that require the frequent use of creativity and where analysis of situations or data requires an in-depth evaluation of variable factors.
  8. Exerts significant latitude in determining objectives of assignment, and determines the methods and procedures needed for new assignments.
  9. Establishes and implements stakeholder management plans. Identifies communication requirements.
  10. Approves final statement of work. Establishes project assumptions and constraints. Ensures key milestones, deliverables and budget are met. Owns the engineering elements of a project capital estimate (proposals and execution) quantities and budgets.
  11. Performs and manages the work in accordance with relevant engineering principles and procedures, design guides and standards.
  12. Develops design and procurement schedules for approval. Establishes formal agreements for resources.
  13. Prepares, approves or recommends approval of project procedures for engineering, as required.
  14. Leads project team to ensure resourcing meets quality and grade-mix requirements.
  15. Coordinates engineering effort with project manager, procurement, construction, startup, environmental safety and health and project controls, when assigned.
  16. Directs engineering activities in preparation of project proposals, including estimates for engineering staffing, quantities, scope reviews, schedules and coordination with business development and other functional groups.
  17. Conducts annual performance reviews in accordance with approved procedures and holds career development discussions.
  18. Prepares design documents, change orders, material requisitions and specifications for construction or procurement use.
  19. Supervises the preparation of, reviews and endorses bid analyses and recommendations for procurement of equipment material and services within Engineering’s scope of responsibility.
  20. Resolves field-initiated questions on engineering.
  21. Visits jobsite as required for exchange of information.
  22. Plans, forecasts and identifies necessary engineering resources to support project workload requirements. Coordinates activities among the design groups on the project.
  23. Initiates requests for specialized professional services.
  24. Prepares project studies, reports, forecasts, special engineering reports and plant data books. 
  25. Prepares project engineering progress against approved schedules, evaluates changes and takes corrective action when required.
  26. Makes recommendation to Engineering management of key personnel for project assignments.
  27. Develops status/milestone reports. Manages the flow of information required from third parties to assure the timely progress of the engineering work.
  28. Prepares the preparation of project studies, reports, forecasts, special engineering reports and plant data book.
  29. Ensures that technical risk assessments are complete, safety practices and procedures are implemented, and engineering design and corresponding design documentation are in compliance with project quality assurance plans and procedures.
  30. Communicates complex technical issues and recommends solutions to client, project and functional management as directed and as appropriate.
  31. Champions the creation of a project work environment, supported by leadership on the project/program, which fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction.
  32. Promotes a mutually respectful work environment that is free from discrimination and harassment.

Job Knowledge

  • Technical knowledge of related engineering systems, engineering calculations, applications of engineering and construction methods and materials, and engineering application of computers.
  • Advanced knowledge of project engineering processes and procedures, and administrative practices.
  • Advanced knowledge of related construction practices and the economics involved and current knowledge of new methods of design and construction.
  • Knowledge on planning, application and coordination of two-dimensional (2-D) and/or three-dimensional (3-D) computer aided design (CAD) design processes on a project.
  • Extensive knowledge of industry/regulatory codes and standards and design criteria pertinent to the particular discipline.
  • Advanced skill in oral and written communication.
  • Demonstrated skill in supervision.

Education

  • Position typically requires a degree in an engineering discipline from an accredited college or university;
  • Specialized courses in relevant general engineering, architectural design or an appropriate engineering discipline, and progressive work experience, including supervision, preferably in project design engineering; may include other relevant types of engineering including startup, field engineering or plant operation in large industrial plants, utilities, process plants or engineering/construction firms.

Direction

A. Supervision Received

  • Receives operational supervision from a project manager or senior project engineer.
  • Receives administrative and technical supervision from an engineering manager, manager of engineering or a senior project engineer. Assignments given in terms of broad general objectives and limits.

B. Supervision Exercised

  • Exercises operational supervision over the engineers of all disciplines and architects assigned to the project or portion of the project.

C. Contacts

  • Laboratory personnel and management and as the point of contact on engineering aspects of assigned project or portions of a project, maintains regular client contact for progress of work, exchange of information, advice.
  • Represents Engineering with respect to major items with suppliers and project personnel in jobsite conferences.

Notes To Applicants

Professional Engineering (PE) registration and Project Management Professional (PMP) highly desired Advanced engineering degree a plus.
