Position Overview

The estimating Group of the Cost, Schedule & Estimating Division is seeking estimators to perform general estimating duties. Responsibilities include the development and support of cost estimates for projects or proposals including the development of historical data analysis.

Summary

Supports cost estimating, analysis and control activities as directed for projects or proposals. Coordinates task execution with other Project Controls personnel or technicians. Assists in historical data analysis and maintenance of historical databases, schedule development and in preparation of graphic presentations by summarizing estimating data. Executes tasks within well-defined parameters.

Job Duties

  1. Safety and security are a primary responsibility for all Laboratory employees. Maintains required safety and security training, assures safety and security compliance, and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.

The following duties are performed with respect to estimate execution, the process of conducting an evaluation of services and/or capital cost elements of a project or effort as defined by an agreed-upon scope that will be used to make key management decisions:

  1. Performs routine quantity takeoffs for a discipline or commodity specialty using design drawings. Collects, reconciles, and verifies data for summary comparisons.
  2. Applies unit rates (cost and job hour) to quantities and performs portions of the total cost estimate within a discipline or commodity specialty using standard estimating templates.
  3. Conducts basic material detail pricing for non-manual labor services using standard templates and prescribed functional staffing and other direct cost (ODC) input.
  4. Replicates escalation calculation for cost estimate changes, as needed.
  5. Calculates cost of working capital and generates basic cash flow models using standard tools. Performs basic analytical analysis of generated cash flow reports.

The following duties are performed with respect to foundation development, the process of establishing and maintaining technical capabilities for personnel, cost databases and tools:

  1. Performs basic data entry and extraction using global business unit-specific estimating databases and software.
  2. Analyzes and associates relationships between database contents and new jobs using preformatted reports.
  3. Assists in maintenance of the costs, quantities, ratios and metrics of the historical cost databases.
  4. Uses estimating software to generate detailed-small scale quantity estimates and reports.

The following duties are performed with respect to project/site management support, the process of providing support services to projects/sites in the form of external cost analysis and estimate reviews in addition to estimate-to-budget conversions:

  1. Assists in the conversion of estimates to budgets by entering and collecting commodity coding system and work breakdown structure data.
  2. Supports cost analysis services by working with discipline or specialty groups to collect, develop, classify and verify study support data.
  3. Researches, assembles, and/or evaluates information or data regarding industry practices or applicable regulatory changes affecting cost, schedule and estimating policies or programs; recommends sound, practical solutions to complex issues.
  4. Understands and adheres to all Laboratory and industry regulatory guidance and governance specific to cost, schedule and estimating.
  5. Ensures all results, processes, and final products meet quality specifications and are completed according to established requirements.
  6. Fosters a mutually respectful work environment that is free from discrimination and harassment.

Job Knowledge

  • Demonstrated basic understanding of estimating core processes requiring direction and supervision.
  • Familiar with estimating procedures and processes. Basic understanding of estimate classifications and types.
  • Familiar with project schedules and budgets. Understands stated correlations between scheduled activities and costs.
  • Familiar with commodity coding systems and work breakdown structure process.
  • Familiar with the basic concept of cash flow and cost of working capital.
  • Familiar with pricing sources.
  • Demonstrates basic applied analytical and quantitative skills.
  • Basic knowledge of standard Microsoft Office software applications currently being used by the Laboratory (Word, Excel, Access).
  • Ability to communicate effectively with others in a project team environment.
  • Basic knowledge of engineering or construction customarily acquired through completing a course of specialized instruction. Alternatively, sufficient experience in performing engineering discipline related tasks (engineering drafting, quantity take-off, statistical analysis, scheduling) leading to an understanding of technical processes, engineering drawings and quantity determinations

Education

  • Position typically requires a minimum of four years related experience, or an equivalent combination of education and experience.

Direction

A. Supervision Received

  • Receives functional and operational direction from designated supervisory personnel.
  • During preparation of a project proposal, reports to the assigned project estimator on a day-to-day basis.

B. Supervision Exercised

  • May provide direction to support personnel.

C. Contacts

  • Maintains relationships with individual discipline group leaders and engineers.
  • Maintains relationships within assigned group, and with counterparts as designated by supervisor. Contacts are generally internal to the Laboratory.
