Position Overview

The Structural Design Engineer Team Leader will report directly to the CMRR Project Engineer and indirectly to the Civil/Structural/Architectural (CSA) Team Leader of the Engineering Services Division, Design Engineering (DE) Group. ES division is part of LANL's Engineering and Engineering Sciences Directorate. The Design Engineering Group provides institutional leadership, processes, and technical resources for safe, high quality, and cost-effective engineering and operational configuration management in support of LANL operations. The Lead Structural Design Engineer position is part of a team of engineers responsible primarily for design and review of the new CMRR project to ensure that the designs comply with LANL, State, Federal, and U.S. Department of Energy requirements. The successful candidate will be responsible for structural engineering oversight of design/analysis, including calculation and specification review/preparation for the CMRR project. Moreover, responsibilities will include providing technical review of contractor submittals, including calculations, drawings, and specifications. The individual will assist the group in the creation and maintenance of applicable engineering and technical standards and practices. Specific duties shall include providing system/equipment structural design oversight and operational technical support, performing/reviewing calculations, generating new designs concepts, and leading design projects. Responsible for design activities on extremely large complex projects or multiple smaller projects. Responsible for reviewing significant bid summaries, major drawings and staffing estimates and schedules. Additional responsibilities include supervising the day-to-day technical work of structural design engineers and drafters; conduct annual performance reviews in accordance with approved procedures and hold career development discussions; coordinate assigned engineering work with other project groups and the analysis of plant system/equipment structural problems and potential operational deficiencies, definition of facility system design and safety envelope requirements, and review proposed facility designs/modifications for maintainability, operability, and conformance to facility operational and safety requirements.

Key Position Requirements

Demonstrated experience in preparation of Functional and Operational Requirements Documents and/or Design Requirements Documents. Familiarity with DOE Nuclear Safety Requirements such as DOE 1020, 420.1 in an ASME NQA-1 environment. Familiarity with safety class and safety significant designs as well as PC-1,2,3 seismic designs and/or analysis. Demonstrated experience with performance of projects involving facility system modifications, process system structural components, and other programmatic equipment structural designs. Familiarity with development of configuration management documents including: installation instructions; Verification, Acceptance, and Testing documents. Demonstrated working knowledge of LANL Engineering Standards. Demonstrated technical expertise in non-reactor nuclear facility structural design and seismic analysis. Demonstrated experience in structural analyses, seismic analyses and floor loading analyses in accordance with DOE-STD-1020, DOE-STD-1021, and LANL Engineering Standards. The primary focus of this position will be on the oversight of design, modification, and review of structural systems, such as glovebox stands for non-reactor nuclear facilities. Knowledge of typical facility-related structural and seismic codes and standards is required. Familiarity in non-reactor nuclear building operations, maintenance, configuration management programs, and quality assurance programs. Ability to manage multiple tasks requiring varying resource needs and deadlines is a must. A team player able to work independently and serve a wide base of customers. Experience in effectively communicating, both verbal and written, with peers, customers, and management. A successful work history in a team environment. Ability to work effectively with a design/build contractor and numerous LANL organizations. Ability to be proficient in LANL Conduct of Engineering procedures within 3 months. This position requires a Q access authorization. Experience with design and construction of major non-reactor or reactor nuclear facilities, including the various operational systems serving them and the associated engineering economics. Experience in providing leadership to multidiscipline design teams and mentoring less experienced engineers. Experience as a facility systems engineer in a nuclear facility. Actual experience as a structural design engineer with an engineering firm servicing the nuclear industry, or DOE non-reactor nuclear facility. Experience in performing structural support/seismic calculations. Active or reinstatable Q-clearance; otherwise the ability to obtain and maintain a Q-Clearance, which normally requires US Citizenship. BS plus 10 years or advanced degree preferred(MS Preferred) in Civil or Structural Engineering. Licensed professional engineer with structural (R) emphasis, or the ability to obtain a New Mexico PE license within 12 months, is required.

Summary

Manages, oversees, and plans the activities of engineering, research engineering, and/or project engineering services within an engineering discipline. Has full technical responsibility for interpreting, organizing, executing, and coordinating assignments. Provides direction on engineering matters pertaining to the operations, research, program, projects, and/or designated engineering assignments. Evaluates final results of work and projects to assure accomplishment of technical objectives. Prepares and presents reports outlining the outcome of technical projects and makes recommendations for actions necessary to achieve desired results. Selects, develops, and evaluates personnel to ensure the efficient operation of the function.

Job Duties

  1. Safety and security are a primary responsibility for all Laboratory employees. Maintains required safety and security training, assures safety and security compliance, and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.
  2. Provides assistance to management on matters dealing with government legislation, Department of Energy (DOE) contract compliance, and/or Laboratory policies or procedures to ensure compliance.
  3. Provides guidance and interpretation of policies and programs concerning engineering.
  4. Provides input for budgets; reviews applicable segment of budgets in relation to engineering objectives to ensure cost effectiveness.
  5. Ensures proper communication to employees and other organizations on the implementation of engineering policies, procedures and practices.
  6. Defines and recommends organizational objectives, develops specific short-term and long-range plans, and monitors progress to assure work objectives are attained and schedules are met.
  7. Directs preparation of concise studies for management; identifies problem areas, investigates alternative solutions, determines cost implications, and recommends solutions.
  8. Reviews staffing plans on assignments.
  9. Conducts annual performance reviews in accordance with approved procedures and holds career development discussions.
  10. Participates in project planning prior to proposals to provide technical guidance in the engineering and review of proposals.
  11. Keeps informed on the status of all work involving assigned personnel with respect to schedule, budget, work quality and scope, material quantities, and contributes leadership, experience and expertise in the solution of difficult problems.
  12. Monitors the use of available engineering computer programs, technical advances and engineering management control techniques.
  13. Formulates and recommends for approval, engineering plans and programs.
  14. Leads cooperative efforts among members of a project team.
  15. Frequently interacts with subordinate supervisors, customers, and/or functional peer group managers, normally involving matters between functional areas and who perform similar tasks.
  16. Manages the activities of individual contributors or supervisors in a section or department with accountability for results in terms of costs, strategies and employees. Manages direct reports on an ongoing basis.
  17. Follows processes and operational policies in selecting methods and techniques for obtaining solutions. Develops and administers schedules and performance requirements; may have budget responsibilities.
  18. Contributes to the development of new programs and funding.
  19. Conveys and implements new approaches to work in cooperation and collaboration with external customers/agencies and complimentary internal organizations.
  20. Demonstrates effective project management capabilities.
  21. Implements formality of operations.
  22. Reviews, oversees and tracks budgets and performance of support services subcontractors.
  23. Represents the work of the group to internal/external agencies.
  24. Fosters a mutually respectful work environment that is free from discrimination and harassment.

Job Knowledge

  • Demonstrated technical leadership in the development and support of a technical section or department.
  • Requires full knowledge of own area of functional responsibility.
  • Proficient knowledge of Laboratory activities and operations including business development, legal, procurement, construction, environmental safety and health (ES&H), and quality assurance.
  • Broad knowledge of industry/regulatory codes and standards, engineering procedures, and project controls and design criteria in all engineering disciplines.
  • Broad knowledge of Laboratory administrative practices and systems.
  • Excellent communications and interpersonal skills. Demonstrated team building capability.
  • Ability to resolve technical and personnel conflicts.
  • Demonstrated capability in successfully managing customer relationships. Proficient in negotiation for dealing with Laboratory customers/representatives.

Education

  • Minimum requirements: a recognized degree in engineering from an accredited college or university required
  • A professional license in an engineering discipline, or a license to practice architecture from a recognized licensing board preferred
  • Specialized courses in relevant general engineering or an appropriate engineering discipline preferred
  • Specialized course in management preferred
  • Progressive work experience, including supervision, within area of discipline.

Direction

A. Supervision Received

  • Receives administrative supervision from a manager of engineering in terms of broad general objectives and limits.
  • Receives operational supervision from a project manager.
  • Receives predetermined and task-oriented work assignments that are subject to a moderate level of control and review.

B. Supervision Exercised

  • Exercises functional direction over assigned engineers, reporting engineering managers, project engineers, technicians, and administrative staff, as assigned.
  • Work is reviewed for soundness of judgment and overall quality and efficiency.
  • Supervises subordinates to complete assignments, using established guidelines, procedures and policies.

C. Contacts

  • Laboratory personnel and management and participates in contacts with the LANL customer on matters relating to engineering progress and quality.
