Position Overview

The Cost and Schedule organization is seeking candidates for entry level positions. Responsibilities include the support of cost/schedule development, analysis and control activities, reporting and monitoring. Candidates should possess a basic knowledge of cost and schedule application tools.

Summary

Supports cost estimating, analysis, and control activities and schedule development, maintenance, reporting, and monitoring activities, as directed.

For a large project or staff group, duties encompass a variety of tasks, but remain within parameters established by the procedure or process being supported. For a medium projector staff group, duties encompass a variety of tasks that are required to support the project/group.

Job Duties

  1. Safety and security are a primary responsibility for all Laboratory employees. Maintains required safety and security training and assures compliance; makes safety and security an integral part of every task. Takes steps to stop work if unsafe conditions exist or security is compromised.
  2. Adheres to project management and cost, schedule and estimating policies, programs, procedures and practices.
  3. Researches, assembles, and/or evaluates information or data regarding industry practices or applicable regulatory changes affecting cost, schedule and estimating policies or programs; recommends sound, practical solutions to complex issues.
  4. Collects or receives, as directed, drawings and other scope definition documentation that applies to assigned discipline or commodity specialty, and verifies adequacy and completeness.
  5. Performs, as directed, routine quantity takeoffs, within discipline or commodity specialty, from engineering and construction drawings. Collects and tabulates quantity data for summary comparisons and reconciliations, or verifies quantities provided by others.
  6. Prepares and presents cost/schedule information at meetings, as directed.
  7. For cost, engineering and estimating:
    1. Applies unit rates (cost and job hour) to quantities and performs extensions for total cost estimates, as assigned within a discipline or commodity specialty.
    2. Assembles and compiles estimate data and prepares designated portions of budgets, as directed.
    3. Performs routine assigned tasks related to preparation and application of cost monitoring and control standards, techniques, programs, and reports.
    4. Assists in collecting and classifying cost data, as directed.
    5. Assists in analyzing cost data, and cost coding as directed.
  8. For scheduling:
    1. Assists in identifying the scope associated with schedule activities, as directed.
    2. Gathers appropriate information that defines general work requirements for a performing organization and unit. Prepares broad activity logic and any required interfaces between activities on schedules.
    3. Prepares durations for schedule activities within a discipline or specialty, as directed.
    4. Gathers and organizes appropriate quantity and work force information for an assigned discipline or specialty. Assists in routine quantity/work force loading in support of discipline or specialty work logic.
    5. Identifies information needs from other disciplines to support activities for an assigned discipline or specialty.
    6. Traces critical-path events or activities, as directed.
    7. Performs routine assigned tasks related to preparation and application of schedule update and monitoring activities. Reports schedule deviations on assigned tasks related to a discipline or specialty. Gathers information to support specific schedule studies, as directed. Gathers schedule work force and quantity data for updating and providing current actual information (status) for discipline or specialty progress and performance reports, as directed.
  9. Promotes a mutually respectful work environment that is free from discrimination and harassment.

Job Knowledge

  • Experience performing quantity takeoffs, statistical analysis, and computer operations.
  • Skilled in understanding technical processes, engineering drawings, quantity determinations, and mathematical and financial records.
  • Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.

Education

  • Position typically requires a minimum of two years related experience, or an equivalent combination of education and experience.

Direction

A. Supervision Received

  • Receives technical and operational supervision from designated supervisory personnel.

B. Supervision Exercised

  • Provides technical direction to other project controls personnel, if assigned.

C. Contacts

  • Laboratory personnel and management and others within the assigned group and outside of work groups, as designated by supervisor.
