Map Modernization Management Support (MMMS)

A key objective of the Federal Emergency Management Agency (FEMA) Flood Map Modernization (Map Mod) effort is to increase local involvement in, and ownership of, the flood mapping process. The MMMS program is one way that this objective is being met.

The purpose of MMMS is to provide, through a Cooperative Agreement, a means to ensure that MMMS partners can support the Map Mod effort through activities that do not directly result in production of a new or revised flood hazard map. These support activities include a variety of administration and management activities.

MMMS Partnership

The MMMS partnership mechanism provides the opportunity to pool resources and extend the productivity of limited public funds. MMMS partners include State or regional agencies and federally recognized tribes that serve communities participating in the National Flood Insurance Program (NFIP). MMMS partner activities include, but are not limited to, assessing mapping needs, reviewing hydrologic and hydraulic studies prepared for flood map revisions, and providing an inventory of base maps.

MMMS Guidance

The FEMA Mitigation Directorate distributes a guidance document each year to assist FEMA staff and MMMS Partners in preparing, developing, and managing the activities of MMMS. This document is organized to assist the MMMS Partner and FEMA in administration, funded activities, eligibility and evaluation criteria, scoring criteria, reporting requirements, technical capabilities, contracting requirements, standards, certification, funding, and Cooperative Agreement management. Additionally, the guidance document informs MMMS Partners of programmatic issues that MMMS Partners should comment on in their business plan updates and includes a list of FEMA MMMS Regional Coordinators.

MMMS Business Plan Summaries

In addition to performing MMMS activities, participation in MMMS means that each MMMS Partner writes a 5-year business plan and updates it annually. These plans describe each MMMS Partner’s vision, approach, and capabilities for participation in Map Mod activities. Updates to the plans include past MMMS activities that the Partner has been performing and future MMMS activities that the Partner plans to perform. The MMMS business plans are key mechanisms for providing input to the Multi-Year Flood Hazard Identification Plan.

The MMMS Business Plan Summaries were developed by taking information from each Partner’s submitted business plan to produce a one-page summary that shows the relationship of eligible activities, resource allocations, and accomplishments. The summaries allow the Partners to provide feedback and to showcase their flood mapping efforts.  Some of the activities that are highlighted from each plan include:
