SUBJECT:  Introductory Ethics Course offered
          in Washington, DC on January 26, 2000


     The U.S. Office of Government Ethics (OGE) is offering an 
introductory ethics course on "How to Identify a Disqualifying
Financial Interest."  The course provides students with seven steps
to identify disqualifying financial interests.  It is ideal for new
ethics officials or those who want a "nuts and bolts" refresher on
18 U.S.C. § 208. 

     The course will be conducted on January 26, 2000, 9:00 a.m.-
11:30 a.m. at the Department of Labor, Room C-5320, Seminar Rm. 6,
200 Constitution Avenue, NW., Washington, DC.

NOTE: Except for the length, this is the same course offered at the
1999 Government Ethics Conference. 

     The course will be offered free of charge.  However, advance
registration is required.  Each person planning to attend MUST
register by faxing a completed registration form to OGE not later
than one week before course date.  Registration will be handled on
a first-come basis and each course is limited to 40 participants.

     OGE will confirm each student's registration by return fax
several days prior to the date of the course. 

     Because you are our primary means for advertising training
courses, please circulate this memorandum with its attachments
among your ethics officials as soon as possible.  OGE plans to
conduct additional ethics training in the following cities during
