MEMORANDUM

TO: Designated Agency Ethics Officials

SUBJECT: Introductory Ethics Courses in Washington, DC


The U.S. Office of Government Ethics (OGE) will conduct four introductory ethics training courses February 23-24, 1999 in Washington, DC. Ethics officials are invited to attend any or all of the scheduled courses. The course titles, dates and times are listed below:

Public Financial Disclosure 02/23/99 8:30 a.m. - 12:30 p.m.

Misuse of Position 02/23/99 1:30 p.m. - 4:00 p.m.

Gifts From Outside Sources 02/24/99 9:00 a.m. - 12:00 noon

Gifts Between Employees 02/24/99 1:30 p.m. - 3:30 p.m.

The Public Financial Disclosure Review course will focus on the skills and knowledge required to review and analyze the Executive Branch Public Financial Disclosure Report (SF 278) to ensure technical accuracy, identify potential conflicts of interest and determine appropriate remedial action.

The Misuse of Position course provides a broad overview of Subpart G and includes a four-step approach to determine whether proposed actions are prohibited by the misuse subpart.

The Gifts from Outside Sources and Gifts Between Employees courses are designed to provide a general overview of Subparts B and C of the Standards of Conduct.

All courses are offered FREE to each agency. However, advance registration is required. Each person planning to attend MUST register by faxing a completed registration form to OGE before Thursday, February 18, 1999. Registration will be handled on a first-come basis and each course is limited to 40 participants.

OGE will confirm each student's registration by return fax prior to the date of the course. Due to the large volume of registrations, we ask that registrants NOT follow up on confirmations. NOTE: NO TELEPHONE REGISTRATIONS WILL BE ACCEPTED.
