Potts Director SUBJECT: Office of Government Ethics' Fourth Biennial Report to Congress Enclosed in this envelope is a copy of the Office of Government Ethics' (OGE) Fourth Biennial Report to Congress. This report is required by statute to be submitted every two years by the end of March. Because of OGE's limited printing budget, we are able to provide each agency with only one copy. We ask that you share this copy with your ethics staff. If you wish additional copies for those in your agency who work in the ethics program, you may reproduce copies of the report from the camera ready copy available on The Ethics Bulletin Board (TEBBS). A camera ready, reproducible copy of the report will also appear on the April 1996 edition of The Ethics CD-ROM. Later this year, we will provide Congress with a report on the information we have received from agencies through the annual questionnaires. While we have had difficulties in the past compiling information from the questionnaire by the end of March of the years in which we were required to submit a biennial report, this year with its furloughs proved more difficult than ever. We will provide you with a copy of that report once it is completed.
