SUBJECT:  Change 2 to Public Financial Disclosure:  A Reviewer's           
          Reference


     By DAEOgram of February 2, 1994, the Office of Government
Ethics (OGE) announced the publication of Public Financial
Disclosure:  A Reviewer's Reference, to assist agencies in
reviewing SF 278s and managing the public financial disclosure
system.  Chapter 8:  Investments, which was added by Change 1 of
August 1995, was distributed at the 1995 OGE Ethics Conference.

     We have now completed Change 2, a copy of which is attached. 
It includes a revision of the index and glossary, to account for
Chapter 8; changes in other sections to conform with Chapter 8; and
additional clarifications, administrative corrections, and updates. 
You should substitute the attached pages (dated 3/96) for the
corresponding pages currently in your copy of the Reference.  A
list of those replacement pages follows.  Note that the reverse
sides of all replacement pages have also been reprinted, for your
convenience.

     Additional copies of this Change 2 should be reproduced
locally.  If you need a diskette with Change 2 (or Change 1),
please consult your OGE Desk Officer.

     If you need additional copies of the entire 300-page manual
(which includes Changes 1 and 2), see the republication rider
announced by DAEOgram of February 23, 1996.  After that rider
closes on April 1, 1996, you should place orders for the complete
manual with the Superintendent of Documents, or you may check with
Government Printing Office bookstores.

     Any suggestions or feedback that you have concerning Changes
1 and 2 or the basic manual are welcome.
