SUBJECT: Extension of Rider for Public Financial Disclosure: A
Reviewer's Reference
By DAEOgram of February 23, 1996, the Office of Government
Ethics (OGE) announced a rider for agencies to purchase additional
copies of Public Financial Disclosure: A Reviewer's Reference,
which was initially published in 1994. The rider closed on
April 1, 1996, with a lower number of orders than anticipated.
Therefore, we have decided to reopen it through May 31, 1996, so
that you may place additional orders.
For agencies that have already placed orders under the rider
announced in the February DAEOgram, you do not need to reorder,
unless you wish to increase the quantity of manuals to be
purchased. Those orders previously placed will be held and
included in the final count when this rider closes on May 31, 1996.
We encourage you to take advantage now of this opportunity to
order, as we are unable to guarantee this manual's availability as
a printed document in the future.
The Reference is an introduction to the public financial
disclosure system and a comprehensive guide to reviewing Standard
Form 278. It is intended to simplify the processing and reviewing
of SF 278s. The target audience is beginning or intermediate level
reviewers, but experienced ethics officials have also found it
useful as a refresher and source reference.
This loose-leaf manual is divided into three parts. Part I
addresses the procedural aspects of SF 278 completion and review,
as well as the process of resolving conflicts of interest. Part II
describes specific types of financial interests, and then focuses
on how they should be disclosed, the mechanics of reviewing the
entries, and how to resolve conflicts unique to each type of
interest. Part III contains appendices, including a summary of
ethics laws and regulations, model letters, a review checklist,
case studies, a glossary, and an index.
The new printing will include the original 1994 manual, along
with Change 1 of August 1995 (Chapter 8: Investments) and Change 2
of March 1996 (revised glossary and index, plus selected page
updates and corrections).
This publication contains approximately 350 pages of text and
sample SF 278 entries, suitable for use with a three-ring binder.
In order to lower the cost, this edition will not contain chapter
dividers or a special cover sheet, but it will be hole-punched and
shrink-wrapped. The unit price cannot be determined until after
the rider closes, based on the number of orders.
