Abstract:

This report examines populations in the United States with increased susceptibility for poor medical, mental, and oral health outcomes that are considered vulnerable. It includes frameworks for defining and studying vulnerable populations, resolving disparities, the changing epidemiology of childhood, what health professionals should know about the healthcare crisis of the 21st century, dental and interdisciplinary workforce approaches to oral healthcare for vulnerable and special needs populations, and caring for vulnerable populations in Title VII programs. The report also presents recommendations to expand healthcare services to all vulnerable individuals, including those with special health needs. It includes tables, figures, and references.
