Position Overview

The Steam Plant Operations Manager reports to the Utility & Infrastructure Operations Manager. The Utility and Infrastructure Division is a dynamic customer focused organization that provides the Laboratory with utility services, energy management, and maintains the roads and grounds infrastructure. The Steam Plant Operations Manager is the line manager responsible for the safe and secure operations of the Laboratory's 20MW Steam Cogeneration Plant, 24MW Combustion Gas Turbine Generator, and district heating steam system infrastructure. The Steam Plant Operations Manager will oversee the union plant operations staff and be responsible for a wide range of supervisory and administrative functions. The Steam Plant Operations Manager is expected to operate the facilities cost effectively.

Key Position Requirements

In depth knowledge of boiler plant, steam electrical generation, and combustion gas turbine electrical generation operations, a formal Conduct of Operations and maintenance programs. In depth knowledge of the operating principles of steam power plants, steam distribution, and combustion gas turbines. Demonstrated supervisory ability in a union environment. Demonstrated skills to develop and manage an effective team in a matrix organization. Exceptional customer service skills. Strong self-motivation and goal-oriented management of multiple tasks. Use independent judgment within the framework of established policies and objectives in decisions affecting plant operations. Willingness to respond to call-outs during non-working hours.

Oversees, authorizes and/or manages all operational and/or packaging and transportation activities including safety/authorization/compliance basis; health, safety and environmental management; security; quality assurance and production and work control; product and/or manufacturing engineering; equipment engineering; maintenance management; contract labor negotiations; waste management; inventory control, materials purchasing, and packaging/shipping/receiving activities; document control/records management; training, human relations, purchasing and budgets.

Job Duties

  1. Safety and security are a primary responsibility for all Laboratory employees. Maintains required safety and security training, assures safety and security compliance, and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.
  2. Ensures safety, security and regulatory compliance; reviews authorized facility safety basis and authorization agreements.
  3. Assists in the definitions of operational goals, improves technologies, and resolves problems by partnering with tenant managers and directing the activities of assigned and deployed personnel.
  4. Translates customer requirements into best practice operational strategies and processes, resulting in cost-effective processing and best-quality Laboratory products.
  5. Provides direction in the development of operations-related plans, budgets, and policies and procedures and administers as appropriate.
  6. Assists in the development of facility operating limits and/or packaging regulations and requirements including the review, approval, and assessment of all facility and/or packaging and transportation operations, including new activities.
  7. Provides direction for the implementation of appropriate formality and/or conduct of operations.
  8. Notifies, investigates and reports abnormal occurrences.
  9. Reviews, approves, authorizes and releases both facility and programmatic integrated work and/or packaging and transportation activities and documents to ensure that hazards/vulnerabilities are appropriately identified and controls are adequate.
  10. Coordinates facility and/or packaging and transportation resources including, but not limited to, health, safety, and environmental professionals; security personnel; quality assurance and product and work control staff; plant, design and packaging engineers; maintenance personnel; waste coordinators; inventory, materials, and shipping/transportation staff; document controls/records management personnel; training staff; and special project teams; as assigned.
  11. Provides direction to the plan of the day and plan of the week process to ensure coordination of facility and programmatic operations and work execution as assigned
  12. May oversee the duty officer program to cover off-hours operation
  13. Participates in investigations following abnormal occurrences to identify and correct the cause of the event and properly report it in accordance with Department of Energy (DOE) and Laboratory directives.
  14. Interacts with supervisors, other functional areas, management and outside vendors to complete objectives.
  15. Provides counsel, advice, and assistance to management on matters dealing with government legislation, DOE contract compliance, and/or Laboratory policies or procedures to ensure compliance.
  16. Provides guidance and interpretation of policies and programs concerning operations management.
  17. Ensures proper communication to employees and other organizations on the implementation of operational management policies, procedures and practices.
  18. Defines and recommends organizational objectives, develops specific short-term and long-range plans, and monitors progress to assure work objectives are attained and schedules are met.
  19. Directs preparation of concise studies on complex subjects for management; identifies problem areas, investigates alternative solutions, determines cost implications, and recommends solutions.
  20. Provides input for budgets; reviews applicable segment of budgets in relation to facility objectives to ensure cost effectiveness.
  21. Directs the administration of operations and/or packaging and transportation employees including, forecasting staffing requirements, developing and executing action-oriented programs to address affirmative action placement goals, directing assignments, assuring training and development, monitoring performance, and initiating personnel actions.
  22. Fosters a mutually respectful work environment that is free from discrimination and harassment.

Job Knowledge

  • Full knowledge of operational management including systems and/or packaging engineering design and maintenance, international, federal, state and institutional transportation regulations, safety/authorization basis, configuration management programs, work control, facility control systems, major construction projects, and upgrades and renovations as assigned.
  • Full knowledge of and experience with material and environmental control including waste management.
  • Full understanding of work hazards, safety practices, operating configuration, and lock-out/tag-out policies and procedures.
  • Experience conducting critiques, root cause analysis, and lessons learned.
  • Ability to understand and interpret various physical, mechanical, and electrical documents, blueprints, drawings, and schematics.
  • Ability to utilize and manipulate a computerized work management system in maintaining and tracking project activities.
  • Working knowledge of LANL conduct of maintenance, conduct of engineering, conduct of operations and quality assurance programs.
  • Demonstrated working knowledge of facility process equipment and operation.
  • Full knowledge of the Laboratory's organizational structure.
  • Full knowledge of facility policies and procedures.
  • Full knowledge of government regulations affecting operations and /or packaging and transportation management.
  • Experience and demonstrated skill in identifying problem areas, investigating alternative solutions, and determining action to be performed on problems affecting operations management.
  • Demonstrated skill in management, supervision, and human resources administration of assigned employees.
  • Ability to gain cooperation of others and conduct presentations of technical and/or function-specific information concerning specific projects or schedules
  • Demonstrated experience in the preparation and presentation of oral and written reports.
  • Must have experience and education as required by all applicable DOE and/or Department of Transportation (DOT) orders
  • Function may require human reliability program participation

Education

  • Position typically requires a bachelor’s degree and a minimum three years of related management experience, or an equivalent combination of education and experience.

Direction

A. Supervision Received

  • Receives functional and operational direction from operations managers 3 through 6, where applicable.

B. Supervision Exercised

  • Provides functional and operational direction to reporting operations managers, operations specialists, operators and/or packaging and transportation specialist, engineers and/or clerical employees, if assigned.

C. Contacts

  • Regular contact with operations/facilities management, engineers, technicians, other operational and facility personnel and tenants.

Notes To Applicants
