Position Overview

Reporting to the R&D Manager 6, the R&D Manager 5 will provide leadership, vision, strategic and tactical planning, and management for a dynamic research and development organization. Note that this is a 0.5 FTE management position; the other 0.5 FTE effort will be directed at leading/doing science and /or program. The Chemistry Division is a highly interactive, well-funded research organization with an annual budget of over $100M and a staff of more than 320. The Division strives for an intellectually progressive, technically productive, and collaborative environment with a broad portfolio of fundamental and applied research in the service of national interests. This portfolio includes contributing to the Laboratory's core mission areas of nuclear weapons and threat reduction, as well as emerging missions in energy security, health, and environment. Chemistry Division's core disciplines include analytical chemistry and measurement science; physical chemistry and molecular spectroscopy; isotope and actinide science; nuclear and radiochemistry; nanoscience; materials processing and characterization; and chemical engineering. The scientific staff has world-class capabilities in synthesis, characterization, diagnostics, detection, forensic analysis, spectroscopy, and predictive modeling. Interdisciplinary activities include: nanoscience and technology development, non-traditional chemical processing, radioisotope and radiopharmaceutical development and production, nuclear science, and atomic, molecular, and optical research.

Key Position Requirements

Demonstrated scientific leadership and technical management of a research-oriented organization including: planning and development of technical programs; responsible management of technical and non-technical resources; promoting effective interactions within and outside the organization; encouragement of innovation and risk-taking; and effective resolution of conflicts. Each applicant must have an active R&D or program portfolio that covers 0.5 FTE by direct funding. Major accomplishments in a relevant scientific discipline as evidenced by peer reviewed publications and by leadership and reputation in the scientific community. Demonstrated record of scientific program development and bringing new scientific initiatives. Experience in attracting and retaining creative, talented people to a research organization. Record of mentoring colleagues in both technical and non-technical roles in an organization. Knowledge of the Department of Energy (DOE), the National Nuclear Security Administration (NNSA), the Department of Defense (DoD), and Defense and Department of Homeland Security (D&HS), as well as other national and international agencies of relevance to the Division's activities. Relevant Washington D.C. experience, including programmatic interactions, program development, and/or change of station. Knowledge and experience related to management and operation of nuclear/radiological facilities at a national laboratory or other large technical organization. An active Q clearance is highly desirable.

Summary

Serves as the deputy organizational/division manager assisting in the oversight of research and development employees and activities within one of the following disciplines: biological science, chemical science, earth science, materials science, physical science, engineering, or information/computing science and/or engineering.

Job Duties

  1. Safety and security are a primary responsibility for all Laboratory employees. Maintains required safety and security training, assures safety and security compliance, and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security. Serves as a model for organization/division in areas of safety and security behavior. Serves as a responsible steward of the environment and increases awareness of environmental laws and standards.
  2. Assists and serves as deputy in the overall direction of all personnel within a research and development organization/division.
  3. Assists and serves as deputy in the overall direction for planning and coordinating a diverse range of research and development activities and processes for new technological initiatives and/or products within and across organizational/division levels.
  4. Assists and serves as deputy to participate in Laboratory development of methods, techniques, and evaluation criteria for projects, programs, and people and assists in determining how to use research and development unit/groups to meet work scope, schedules, budgets, and division/directorate goals. Recommends solutions, monitors implementation status, and reports progress towards organizational/division/directorate objectives and improvements, including work scope, technical capabilities, schedules, budget, and operations.
  5. Ensures and models management behaviors to define and improve work flow and works cooperatively and jointly to provide quality customer service.
  6. Assists and serves as deputy to provide counsel, advice, and assistance to employees and management on matters dealing with government legislation, Department of Energy (DOE) contract compliance, and/or Laboratory policies or procedures to ensure compliance.
  7. Assists and serves as deputy to provide guidance, interpretation, and direction regarding policies and programs concerning research and development activities. Develops and implements updated processes and procedures in a timely manner.
  8. Supports R&D manager 6 in ensuring proper communication to organizational/division employees and other organizations/divisions on the implementation of research and development policies, procedures and practices.
  9. Assists and serves as deputy to direct the preparation of studies on complex subjects for division/directorate management; identifies problem areas, investigates alternative solutions, determines cost implications, and ensures the implementation of short- and long-term solutions.
  10. Assists and serves as deputy to develop and implement division budgets; reviews applicable segment of budgets in relation to research and development objectives to ensure cost effectiveness.
  11. Supports R&D manager 6 in directing the administration of research and development employees including, forecasting staffing requirements, adhering to action-oriented programs to address affirmative action placement goals, directing assignments, assuring workforce development, monitoring performance, and initiating personnel actions.
  12. Fosters a mutually respectful work environment that is free from discrimination and harassment.

Job Knowledge

  • Expert-level knowledge of and proven ability in conducting research and/or development activities, investigating alternative solutions, and recommending solutions to problems affecting research and development activities, projects, and/or initiatives.
  • Expert-level knowledge of and proven ability in implementing, enforcing, and providing guidance for Laboratory policies and government regulations affecting research and development activities, projects, and/or initiatives.
  • Expert-level knowledge of and proven ability in implementing, enforcing, and providing guidance for Laboratory objectives and other statements of policy, practice, and/or procedure.
  • Expert-level knowledge of and proven ability in budget preparation and oversight.
  • Expert-level knowledge of and proven ability in management, supervision, and development of assigned employees.

Education

  • Minimum requirement is a bachelor’s degree in science or engineering.

Direction

A. Supervision Received

  • Receives functional and operational direction from higher-level research and development managers.
  • Works under nominal supervision, typically from research and development manager 6.

B. Supervision Exercised

  • Provides functional and operational direction to reporting research and development managers and technical, operational, and administrative staff.
  • Assists research and development manager 6 in providing direction to a research and development organization/division, including the ability to build effective teams and enhance the technical and professional skills of reporting staff.

C. Contacts

  • Internal contacts include research and development line, project/program, and senior managers.
  • External contacts may include parent companies, government agencies, and professional and community organizations.
  •  May have contact with the Laboratory Director.
  • Participates in peer review at organization/division and Laboratory-wide levels. May participate in peer reviews external to the Laboratory.
