Position Overview

The TA-55 Reinvestment Project (TRP) is a line item construction project to upgrade a variety of facility systems at TA-55. The selected candidate will manage all facets of the project for SMS, and report to the INP-SMS Project Director. TRP is on a multi-year schedule to extend the life of TA-55, and is a three-phase project; the current status of the three phases are the following: (Phase I) two subprojects are in final design review that once approved will initiate construction; (Phase II) seven subprojects are currently in review that will lead to the establishment of a baseline to complete design and subsequent construction; and (Phase III), subprojects are under review. The SMS position will be supported by ADPM.

Key Position Requirements

Extensive experience with facility systems, including Authorization Basis. Extensive experience in work control activities at TA-55, or equivalent facility. Responsible for being the primary point of contact of the Project with stakeholders, including NNSA, DNFSB, and project integration within an operating plutonium facility. Responsible for delivering the scope of the project on or ahead of schedule and budget. Experience with nuclear construction activities, including quality assurance. Experience in DOE 413.3 line item construction processes.

Summary

The program/project director 5 assists in the senior program/project leadership and management of a complex and technically challenging portfolio, which is large in total budget and/or has strategic significance, requires multidisciplinary integration across multiple Laboratory organizations, and encompasses one or more discrete programs/projects. The program/project director 5 assists in developing programs/projects/capabilities that support and/or diversify the Laboratory’s mission and build and draw upon its technical strengths. The program/project director 5 assists in defining and articulating strategic visions and goals and in developing and executing programs/projects to support them. The program/project director 5 assists in brokering with executive-level external and internal customers to determine what work will be done to meet the customers’ needs, general timeframes, and funding requirements. The program director 5 functions as a deputy in managing direct or deployed staff from line organizations in the planning, tracking, and execution of assigned program(s)/project(s).  Level 5 of this function may also include a non-deputy Program/Project Director for less complex and technically challenging portfolios.

NOTE:  This function is related to the professional overall management of particular programs or projects.

Job Duties

  1. Safety and security are a primary responsibility for all Laboratory employees. Maintains required safety and security training, assures safety and security compliance, and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security. Serves as a model in areas of safety and security behavior. Serves as a responsible steward of the environment and increases awareness of environmental laws and standards.
  2. Functions as the deputy authority and interface with one or more executive-level external and internal customers to strategize, develop, negotiate, and define mission goals and program/project scope, in accord with Laboratory capabilities, capacities, and priorities, that balance the best interests of the customer, the program/project, and the institution as a whole.
  3. Assists in providing leadership, vision, strategic and tactical planning, and overall direction for execution of one or more large, complex, and technically challenging portfolios requiring multidisciplinary integration across multiple organizations and may assist in formulating, planning, initiating, and implementing new program development initiatives of strategic significance in technical, operational, and/or programmatic disciplines.
  4. Assists in directing the planning and coordination with executive-level external and internal organizations to valuate, develop, negotiate, and maintain partnerships and strategic relationships with Department of Energy/National Nuclear Security Administration customers, other government agencies, academic institutions, and/or private industries.
  5. Serves as the Laboratory’s deputy contractual agent, with authority to negotiate with the executive-level external customer(s) and define work scope, schedules, budgets, and funding for program/project work, priorities, and performance milestones.
  6. Serves as the deputy agent of the executive-level external customer(s) within the Laboratory, with delegated responsibility for developing methods, techniques, and evaluation criteria for programs/projects and for negotiating, authorizing, and directing the use of resources to meet work scope, schedules, budgets, and Laboratory goals.
  7. Functions as the deputy in managing direct or deployed staff in the planning, tracking, and execution of program/project plans. 
  8. Assists in directing the integration of significant, unique, and/or complex program/project work with other Laboratory priorities and commitments, including safety, security, environmental compliance, quality, contractor assurance, and business imperatives.
  9. Applies expert-level knowledge and experience to assist in directing the development of an execution/ implementation plan that covers the program/project work from conception to completion, the definition of work breakdown structures to assign programmatic deliverables to projects, or the development other means to accomplish the work.
  10. Assists in the management of the interface with program, project, and line management to ensure performance and monitor and track cost, schedule, and progress against milestones.
  11. Assists in identifying potential portfolio risks, developing risk mitigation strategies and corrective actions, and recommending risk acceptance/avoidance for all aspects of the assigned program(s)/project(s).
  12. Assists in establishing reporting and documentation requirements with the executive-level external customer(s) and serves as the deputy spokesperson to report status, manage expectations, and warn of upcoming issues to Laboratory executive managers and to the customer.
  13. Assists in implementing and enforcing all Laboratory and regulatory guidance and governance specific to the program/project work of assigned portfolio(s).
  14. Assists in directing the administration of program/project employees, including forecasting staffing requirements, directing assignments, monitoring performance, and for line employees, initiating personnel actions, ensuring workforce development, and adhering to action-oriented programs to address affirmative action placement goals.
  15. Fosters a mutually respectful work environment that is free from discrimination and harassment.

Job Knowledge

  • Expert-level knowledge of and demonstrated consultative experience in all aspects of program or project management of technical or operational work, including defining work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; and managing change control and risk.
  • Expert-level knowledge of and demonstrated consultative experience in the technical or operational discipline of the assigned portfolio(s).
  • Demonstrated consultative experience in successfully developing, planning, and managing technically complex and multidisciplinary programs/ projects.
  • Expert-level knowledge of and demonstrated consultative experience in implementing, enforcing, and providing guidance for governmental regulations related to technical or operational work of assigned portfolio(s).
  • Expert-level knowledge of and demonstrated consultative experience in implementing, enforcing, and providing guidance for Laboratory objectives and other statements of policy, practice, and/or procedure.
  • Demonstrated consultative experience in management, supervision, and development of assigned employees.
  • Demonstrated consultative experience in developing and nurturing effective executive-level external and internal customer relationships.
  • Demonstrated consultative experience in interacting effectively with all levels of external and internal personnel; building trust, gaining consensus, and resolving conflicts.
  • Excellent oral and written communication and presentation skills.

Education

  • Position requires a minimum of a bachelor’s degree in a technical discipline and at least ten years relevant experience, or an equivalent combination of education and experience.  An advanced degree and Project Management Institute certification is preferred.

Direction

A. Supervision Received

  • Receives functional and operational direction from the program/project director 6.

B. Supervision Exercised

  • Provides functional and operational direction to reporting program/project managers and supporting staff.

C. Contacts

  • Regular contact with executive-level external and internal customers to assist in strategizing, negotiating, and defining program/project goals, deliverables, and resources.
  • Regular contact and consultation with executive-level Laboratory management and all levels of staff to assist in directing program/project scope, schedule, and budget.
