Position Overview

The successful applicants will work within a multidisciplinary team performing Safety Analyses, within the Safety Basis Division. Safety Basis Division is responsible for providing qualified regulatory and safety basis support resources to various FOD and programmatic organizations for meeting compliance requirements. The primary duties of this position include hazard identification, hazard analysis, facility hazard categorization, accident analysis, selection of controls, and development of associated safety basis documents including un-reviewed safety question determinations, documented safety analysis, technical safety requirements, safety assessment documents, facility safety plans, and facility safety analysis.

Key Position Requirements

Experience with nuclear and non-nuclear facility systems and accepted methods for mitigation of risk from hazardous materials or facilities. Knowledge of and experience with nuclear, radiological, and toxicological risk assessment methodologies and consequence analyses. Experience performing Unreviewed Safety Question Determination. Knowledge of and proficiency in Department of Energy (DOE), and industry standards on safety basis. Applies expert knowledge to influenced beneficial changes. Ability to understand and interpret various physical, mechanical, and electrical documents, blueprints, drawings, and schematics. Experience managing risk assessment tasks and writing Safety Analysis Reports.

Summary

Performs nuclear and non-nuclear risk and hazard analyses to ensure safe operation of nuclear and/or non-nuclear facilities. Specific duties may include, but are not necessarily limited to; hazard identification, hazard analysis, facility hazard categorization, accident analysis, selection of controls, and development of associated safety basis documents including un-reviewed safety question determinations, documented safety analysis, technical safety requirements, safety assessment documents, facility safety plans, and facility safety analysis.

Job Duties

  1. Safety and security are a primary responsibility for all Laboratory employees. Maintains required safety and security training, assures safety and security compliance, and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.
  2. Provides nuclear and non-nuclear risk and hazard analyses for facilities, associated support equipment, and functional specifications and operations to control or eliminate hazards. The action is often self-initiated and virtually self-supervised.
  3. Identifies the interrelationship of system safety basis requirements to facility design and process operations.
  4. Develops and maintains safety basis documents for assigned facilities and/or systems.  Applies independent judgment for determining the course of action.
  5. Initiates and leads planning and evaluating changes in safety basis for operational/mission needs, construction projects and major modifications.
  6. Independently assembles input values, executes and interprets results for multiple safety analysis computer codes.
  7. Performs safety basis activities for unusually significant or complex issues and provides creative solutions.   
  8. Provides input to federal and state regulators through industry groups for the writing and revision of regulations.
  9. Ensures all safety basis materials, processes and final products meet quality specifications and are completed according to established requirements.
  10. Participates in facility critiques and readiness reviews to provide safety basis support as requested.
  11. Ensures safety basis work receives appropriate quality assurance reviews.
  12. Ensures safety basis work follows requirements of the safety basis manual.
  13. Understands and adheres to all Laboratory and industry regulatory guidance and governance specific to safety basis.  
  14. Fosters a mutually respectful work environment that is free from discrimination and harassment.
  15. Works toward qualification as a Safety Basis Analyst in more than one area.  May progress to the SB Analyst 4 level with appropriate experience.

Job Knowledge

  • Broad knowledge of and experience with performing risk and hazard analyses for nuclear and non-nuclear facilities.
  • Proficiency in the safety basis field and assigned the responsibility to perform all core competencies for multiple functional areas.
  • Knowledge of and experience with nuclear, radiological, and toxicological risk assessment methodologies and consequence analyses.
  • Proficiency in multiple safety analysis code applications and capable of independently formulating, executing and interpreting the models and their results.
  • Knowledge of and proficiency in Department of Energy (DOE), and industry standards on safety basis. Applies expert knowledge to influenced beneficial changes.
  • Ability to understand and interpret various physical, mechanical, and electrical documents, blueprints, drawings, and schematics.
  • Experience and demonstrated skill in literature review, investigating alternative solutions, and recommending solutions on problems affecting safety basis.  Working knowledge of the dominant safety basis literature and as such is a resource for safety basis engineers.
  • Skill to conceptualize and communicate complex/multi-dimensional elements of safety basis to both technical and non-technical personnel.
  • Skill in the preparation and presentation of multiple types of safety basis documents. Uses independent judgment for determining the course of action to accomplish the objective.
  • Knowledge of the Laboratory's safety basis policies, practices, and procedures.
  • Knowledge of legal requirements affecting safety basis; uses independent judgment in translating the requirements into action plans for compliant safety basis documents.
  • Working understanding of criticality safety, fire hazards analysis, natural phenomena, maintenance, human factors, hazardous materials, facility operations, and environmental protection.

Education

  • Position typically requires a bachelor’s degree in Engineering or Science and a minimum of eight years of related experience. Equivalent education and experience appropriate for performing safety analysis work may be considered.

Direction

A. Supervision Received

  • Receives functional and operational direction from the safety basis manager.

B. Supervision Exercised

  • Provides functional and operational direction to reporting safety basis support, and/or clerical employees, if assigned, and provides mentoring to safety basis analyst 1s, 2s and others.

C. Contacts

  • Regular contact with customer organizations and members of Safety Basis core team to provide safety basis/authorization information and activities.
