Position Overview

The successful applicants will work within a multidisciplinary team performing Safety Analyses, within the Safety Basis Division. Safety Basis Division is responsible for providing qualified regulatory and safety basis support resources to various FOD and programmatic organizations for meeting compliance requirements. The primary duties of this position include interpretation of plant processes for safety basis impact from schematics, procedures, verbal and written descriptions; performing qualitative and quantitative hazard analyses; performing fault-tree and event-tree analyses of complex engineered systems; quantifying significant accident sequences; and performing consequence analyses and performing Unreviewed Safety Questions Determinations.

Key Position Requirements

Technical knowledge of risk assessment methodologies, as well as experience in performing, applying, and reviewing nuclear and non-nuclear Hazards analyses (HA¿s) and Consequence Assessments. Familiarity with nuclear and non-nuclear facility systems and accepted methods for mitigation of risk from hazardous materials or facilities. Experience performing Unreviewed Safety Question Determination. Knowledge of applicable DOE Standards and DOE Orders, and experience in working with these Standards and Orders. Experience managing risk assessment tasks and writing Safety Analysis Reports.

Summary

Performs nuclear and non-nuclear risk and hazard analyses to ensure safe operation of nuclear and/or non-nuclear facilities. Specific duties may include, but are not necessarily limited to; hazard identification, hazard analysis, facility hazard categorization, accident analysis, selection of controls, and development of associated safety basis documents including un-reviewed safety question determinations, documented safety analysis, technical safety requirements, safety assessment documents, facility safety plans, and facility safety analysis.

Job Duties

  1. Safety and security are a primary responsibility for all Laboratory employees. Maintains required safety and security training, assures safety and security compliance, and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.
  2. With limited supervision and guidance, participates in nuclear and non-nuclear risk and hazard analyses for assigned facilities, associated support equipment, and functional specifications and operations to control or eliminate hazards.
  3. With limited supervision and guidance, participates in identification of the interrelationships of system safety basis requirements for facility design and process operations.
  4. With limited supervision and guidance, participates in the development and maintenance of safety basis documents for assigned facilities and/or systems.
  5. With limited supervision and guidance, participates in planning and evaluating changes in physical facilities for operational needs, construction projects and major modifications.
  6. Independently assembles input values, executes and interprets results for specific safety analysis computer codes.
  7. Participates in facility critiques and readiness reviews to provide safety basis support as requested.
  8. Ensures safety basis work receives appropriate quality assurance reviews.
  9. Ensures safety basis work follows requirements of the Safety Basis Manual.  
  10. Understands and adheres to all Laboratory and industry regulatory guidance and governance specific to safety basis.
  11. Fosters a mutually respectful work environment that is free from discrimination and harassment.
  12. Works toward qualification as a Safety Basis Analyst and is expected to progress to the SB Analyst 3 level with appropriate experience.

Job Knowledge

  • Applies standard principles, theories, concepts and techniques for performance of risk and hazard analyses for nuclear and non-nuclear facilities.
  • Proficiency in one or more core competencies in a specific functional area.
  • Knowledge of and experience with nuclear, radiological, and toxicological risk assessment methodologies and consequence analyses.
  • Proficiency in a specific safety analysis code application and capable of independently formulating, executing and interpreting the model and its results.
  • Knowledge of and proficiency in Department of Energy (DOE), and industry standards on safety basis.
  • Ability to understand and interpret various physical, mechanical, and electrical documents, blueprints, drawings, and schematics.
  • Experience and demonstrated skill in literature review, investigating alternative solutions, and recommending solutions on problems affecting safety basis.
  • Skill to conceptualize and communicate elements of safety basis to both technical and non-technical personnel.
  • Skill in the preparation and presentation of safety basis documents. Work is evaluated upon completion to insure objectives are met and receives general instructions on new assignments.
  • Knowledge of the Laboratory's safety basis policies, practices, and procedures.
  • Knowledge of legal requirements affecting safety basis.
  • General familiarity with criticality safety, fire hazards analysis, natural phenomena, maintenance, human factors, hazardous materials, facility operations, and environmental protection.

Education

  • Position typically requires a bachelor’s degree in Engineering or Science and a minimum of five years of related experience. Equivalent education and experience appropriate for performing safety analysis work may be considered.

Direction

A. Supervision Received

  • Receives functional and operational direction from the safety basis manager

B. Supervision Exercised

  • May provide limited mentoring to safety basis analyst 1s.

C. Contacts

  • Regular contact with customer organizations and members of Safety Basis core team to provide safety basis/authorization information and activities, as assigned. Limited contact with customer organizations for providing specific safety basis technical information.
