Norman S. Dong joined the Federal Emergency Management Agency (FEMA) as Chief Financial Officer on October 12, 2008.  Prior to joining FEMA, Mr. Dong served as Vice President at ACS, Inc. where he managed several different business units that provide operational and financial solutions for state and local government clients.

Mr. Dong has significant experience in all levels of government.  As Deputy Mayor for Operations and City Administrator for the District of Columbia, he worked with Mayor Anthony A. Williams to re-establish control of city operations from the Financial Control Board.  Mr. Dong's accomplishments in this position included leading the effort to achieve visible service improvements during the Administration's first year and managing the Y2K computer systems response, which required securing millions of dollars in Federal funding to support the District's conversion effort.  In addition, Mr. Dong strengthened the District's strategic planning process by linking agency performance expectations with the annual budget cycle and the evaluation process for agency directors.

Mr. Dong also has held other positions in the District government.  As Director of the Office of Grants Management, he introduced the first citywide system for identifying and tracking grant opportunities, and doubled the amount of competitive grants awarded in the first year of implementation.  In addition, he led the effort to increase funding for Medicaid, Child Support, and other Federal entitlement programs through more effective claims management.  Mr. Dong joined the District government in 1996 as Chief of Staff in the Office of the Chief Financial Officer, where he helped manage the citywide effort to achieve a balanced budget and obtain a clean audit opinion for the District.

Prior to joining the District government, Mr. Dong served as a Special Assistant for Policy Development and Research with the U.S. Department of Housing and Urban Development.  In addition, Mr. Dong also has served as the primary aide for finance and accounting in the Office of the State Comptroller in Connecticut.

Norman received his master's degree in public policy from the John F. Kennedy School of Government at Harvard University and his bachelor of arts degree in history from Yale University.  He currently resides in Washington, D.C., with his wife, Laura, and two sons, Edward and Andrew.
