Law Enforcement Advisor to the Administrator

Charles F. "Rick" Dinse joined FEMA as Law Enforcement Advisor to the Administrator in November 2007.

Mr. Dinse has more than 40 years of experience in law enforcement leadership, most recently as Chief of Police for the Salt Lake City Police Department from 2000-2006, when he retired from that position. Among other things, as Chief of Police and Vice Chairman of the Utah Olympic Public Safety Command, he maintained a leadership role in developing and successfully implementing the public safety plan for the Salt Lake City 2002 Winter Olympic Games. 

He spent many years with the Los Angeles Police Department, including serving as Deputy Chief-Commanding Officer of the department, responsible for providing the full range of police services within a large geographic portion of the City of Los Angeles. In addition, he was Commanding Officer of the Uniformed Services Group and Special Assistant and Chief of Staff for the Office of the Chief of Police.

Mr. Dinse has a background in disaster preparedness, critical incident management, major event planning, community policing, police training and media and community relations.

He has a Bachelor's degree in Criminal Justice from California State University, Los Angeles, and a Master's degree in Management from California State Polytechnic University in Pomona.   He attended FBI and U.S. Military training programs and is a member of the International Association of Chiefs of Police.
