Reports of the United States Strategic Bombing Survey
Held at the Library of Congress

During World War II, the United States undertook massive aerial attacks against cities and industrial areas in the European and Pacific Theaters to destroy German and Japanese military forces. To study the effects of the bombing, the United States Strategic Bombing Survey (USSBS) was organized in November 1944. The USSBS was assigned two tasks: establish a basis for evaluating the importance and potential of air power as an instrument of military strategy; and, to plan the future development of the armed forces. The survey was originally conducted in Europe; the Pacific survey was added after the surrender of Japan on August 15, 1945 by the order of President Harry S. Truman.


Knocking out Italy's Railroads

Before its discontinuance of operations on October 8, 1947, the USSBS released more than 300 reports. The best single print guide to each of the Survey’s reports and its contents is The Index to Records of the United States Strategic Bombing Survey, issued by the USSBS in 1947 (LC Call Number D785.U64). A briefer guide was published in 1981 in Britain as A Guide to the Reports of the United States Strategic Bombing Survey, edited by Gordon Daniels (LC Call Number D785.U63 Suppl.). This Guide is the source of the number of pages in each individual document given in the lists below.

A number of reports, mostly of the European War, were also added to the PB collection by the Office of Technical Services. This collection is available in the Technical Reports and Standards (TRS) Unit, along with the call numbers for titles that can be requested from the Library’s General Collection. Also note that 31 of the reports were reprinted in a series of ten volumes, issued in 1976 by Garland Publishing, Inc. Volumes II through X are in the Library of Congress General Collections, under the LC call number D785.U57. The National Archives also holds records of the United States Strategic Bombing Survey.
