Position Overview

The Process Controls Startup Specialist is needed to plan the testing sequence for the facility process and building management systems. This position will oversee and support the controls sub-contractor testing activities, prepare, review and implement commissioning operations procedures, manuals and related documents for the Radiological Laboratory/Utility/Office Building (RLUOB) and Chemistry and Metallurgy Research Replacement (CMRR) projects. This position will also support operations of the facility and conduct commissioning activities during the period of lab outfitting.

Key Position Requirements

The Controls Startup Specialists must qualify as a NQA-01, level II Startup Test Engineer as outlined in the LANL Startup and Commissioning Process Procedure, CMP-400.

Summary

Responsible for the implementation of the Startup Test Program for the assigned systems/projects at the Los Alamos National Laboratory (LANL). In conjunction with other disciplines, prepare and implement a plan and schedule to complete assigned system test activities. Prepare and administer subcontracts for specialty contractors (i.e. Test and Balance, Process Controls).

Job Duties

  1. Safety and security are a primary responsibility for all Laboratory employees. Maintains required safety and security training, assures safety and security compliance, and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.  Responsibility for worker safety on the project enforcing a zero accidents philosophy.
  2. Plans and conducts work requiring the evaluation, selection, application, adaptation, and modification to systems, structures, and components that require startup, maintenance, operation, or testing.
  3. Provides direction to engineers, technicians, crafts or others as assigned for specific projects or tasks.
  4. Develops and implements approved procedures and project startup/commissioning plans.
  5. Documents all aspects of commissioning including necessary materials, personnel, and vendor support as required by the project scope of work.
  6. Responsible for the completion of all required facility system walkdowns.
  7. Coordinates startup activities with project management, engineering, construction, safety engineers, subcontract personnel, facility operations, and others as warranted.
  8. Prepares, reviews, and implements system startup and operations procedures, manuals, and related documents. This would include procedures for facility startup, initial operation of process systems, and other specific procedures as needed.
  9. Conducts on-the-job training of owner’s personnel.
  10. Responsible to ensure all startup personnel and subcontractors adhere to all jobsite safety rules.
  11. Adheres to policies and programs concerning the Construction Management organization.
  12. Researches, assembles, and/or evaluates information or data regarding industry practices or applicable regulatory changes affecting Construction Management policies or programs; recommends sound, practical solutions to complex issues.
  13. Fosters a mutually respectful work environment that is free from discrimination and harassment.

Job Knowledge

  • Broad expertise or unique knowledge, uses skills to contribute to development of technical objectives and principles to achieve goals in creative and effective ways.
  • Broad knowledge of industry and regulatory standards and facility operations criteria pertinent to the activities performed.
  • Expert knowledge of the Laboratory's construction management policies, practices and procedures.
  • Expert knowledge of legal requirements affecting construction management administration.
  • Technical knowledge in an applicable field engineering discipline, including knowledge of building codes, engineering standards, and construction technologies.
  • Experience and demonstrated skill in conducting research, investigating alternative solutions, and recommended solutions on problems affecting construction management practice and/or administration.
  • Skill to conceptualize major elements of construction management programs and/or policies.
  • Skill in the preparation and presentation of oral and written reports.

Education

  • Position typically requires post-graduate degree and/or professional certification(s) and/or equivalent combination of education and experience and a minimum of 12 years of related experience required.

A. Supervision Received

  • Receives functional and operational direction from Manager.

B. Supervision Exercised

  • Provides technical and operational direction to personnel performing startup, maintenance, and/or testing for specific assigned tasks.

C. Contacts

  • Startup and Commissioning Group Leader, Project Managers, Project Leads, Subcontract Technical Representatives, and other project specific stakeholders.
