Funding Opportunities

The CELCP Program has received funding every year since it was created in 2002 to acquire significant coastal and estuarine lands.  Until FY 2006, projects were selected for funding through Congressional direction. In FY 2007, the program shifted to a competitive funding process.  The following amounts have been appropriated for the program each year. 

Competitive Funding Opportunity for FY 2010

NOAA requests proposals to develop a prioritized list of projects ready and eligible for funding in fiscal year (FY) 2010 under the CELCP (similar to FY 2007-09).  Each eligible state or territory may submit up to 3 project proposals, with a maximum request of $3 million in federal funding per proposal.  The deadline for submission of proposals is 6pm EST March 31, 2009. 

The Federal Register Notice and Federal Funding Opportunity notice (below) describe the specific details and requirements for this competition. Interested parties should contact the appropriate state CELCP lead for additional information on state project solicitation processes.

NOAA will develop a prioritized list of projects that are ready and eligible for funding in FY 2010. This list will be used to guide selection of projects within the funding amounts available. Availability of funding available is contingent upon Congressional appropriation.

FY 2009 Projects

Based on the results of the technical and merit reviews, NOAA has developed a ranked list of projects that are ready and eligible for funding in FY 2009. This list will be used to guide selection of projects within the funding amounts available. Availability of funding available is contingent upon Congressional appropriation. The FY 2009 President’s Budget request included CELCP funding at a level of $15 million.

FY 2008 Projects

For FY 2008, NOAA developed a ranked list of projects that are ready and eligible for CELCP funding.  NOAA requested pre-proposals for this national competition and used the vetted list of projects to guide selection of projects within funding amounts available.
