Director's Memo: Subcontracting Opportunities with Small Business (pdf) 
Attention: Only federal agencies may accept small business proposals under the guidelines of the U. S. Small Business Administration's Mentor-Protege Agreement. The Los Alamos National Laboratory, being a prime contractor of the U. S. Department of Energy, is therefore not permitted to accept proposals under these guidelines. Proposals from small businesses that are teaming must comply with the affiliation rule of 13 CFR 121. [01.17.08]
