Critical Infrastructure Key Resource Protection Qualification Training Program (CIKRTP)

This course is designed to establish a reference point and standard of performance for federal, state, and local critical infrastructure protection personnel by providing common references, processes and tools to facilitate consistency within the community tasked with CI/KR protection. The target audience of this course is the security specialists, program managers, inspectors, investigators, and offices charged with NIPP implementation, compliance, and information sharing; specifically the federal workforce charged with CI/KR protection duties identified in HSPD-7. 

In accordance with HSPD-7 paragraph 14, the Secretary (of Homeland Security) will establish uniform policies, approaches, guidelines, and methodologies for integrating Federal infrastructure protection and risk management activities within and across sectors along with metrics and criteria for related programs and activities.

This course was developed in accordance with the National Infrastructure Protection Plan (NIPP) with a main goal of developing baseline training for personnel that deal with the nation’s “critical infrastructure” (as defined in section 101 6(e) of the USA Patriot Act of 2001 (42 U.S.C. 5195c (e)) and “key resources” (as defined in section 2(9) of the Homeland Security Act of 2002 (6 U.S.C 101(9)) described in HSPD-7.

How You Will Benefit

In the context of the NIPP, which includes actions to deter, mitigate, or neutralize the threat, vulnerability, or consequences associated with an “all hazards” incident. Protection can include a wide range of activities including hardening facilities, building resiliency and redundancy, incorporating hazard resistance into initial facility design, initiating active or passive countermeasures, installing security systems, and implementing scalable security measures.

This course will equip the student to better understand how to protect the infrastructures critical to their mission. The course will cover a range of topics and use a “broad brush approach” to the subject matter. Critical Infrastructure Protection is a hot topic and will continue to demand our attention in the future as well. Protecting our critical infrastructure and ensuring public confidence is paramount for national stability. This course will also serve as a network of contacts for future reference since everyone has professional experiences that may assist you with your current or future needs.

Instructors in the Critical Infrastructure Key Resource Protection Qualification Training Program (CIKRTP) have thorough knowledge and understanding of the foundational documentation establishing and guiding critical infrastructure protection.

Critical Infrastructure Protection is ever evolving and one must stay current on policies and procedures set forth by the current Administration. Instructors are current and former Federal, State, and Local personnel that have previously or are currently involved with Critical Infrastructure Protection duties and responsibilities. The protection of our critical infrastructure and key resources (CIKR) is very fluid task that changes day by day, instructors understand the importance of the dependencies and interdependencies and the cascading effects of critical assets, systems, networks, and functions.

Tuition and Cost

This training program is also exported to various sites around the country; therefore, tuition costs are determined by the actual location of the training. Contact the Division Program Specialist, at email FLETC-CounterterrorismDivision@dhs.gov for specifics.

Prerequisites for Attendance

Generally, applicants should be security specialists, program managers, inspectors, investigators, and offices charged with NIPP implementation, compliance, and information sharing; specifically the federal workforce charged with CI/KR protection duties identified in HSPD-7.

Students shall complete the following on-line courses and provide the certificates of completion prior to attending the course.

Send an e-mail to PCII-Training@dhs.gov and advise them you are enrolled in FLETC’s CIKRTP course and you request the PCII training. Please include the dates you will be attending the training.
