provides a link to studies or proposed modifications to the Harmonized Tariff Schedule to
simplify the hierarchy and structure within the existing framework of the 6-digit code
that defines the Harmonized System. Proposals include, where possible, collapsing of
8-digit line items or groupings that have the same rates, or removal and collapsing of
10-digit statistical breakouts that are no longer needed.
In response
to a request by the committee on Ways and Means of the United States House of
Representatives and to the Committee on Finance of the United States Senate, the USITC
has developed a draft simplification of the Harmonized Tariff Schedule of the United
States (HTS). The report of that investigation (Investigation No. 332-388) was transmitted
to the Committees on June 30, 2000. To make the report as accessible as possible this
