First Grant for Round One Rural Empowerment Zones

The following is the text of the December 21, 1994 letter through which OCS awarded the initial EZ/EC SSBG grant to appropriate State agencies for each Rural Empowerment Zone project. A link to the Federal Grant Terms and Conditions appears at the bottom of the sample letter.

This Rural Empowerment Zone grant is awarded under provisions of Section 2007 of Title XX of the Social Security Act, as amended, "Social Services in Empowerment Zones and Enterprise Communities." You must obligate this Federal fund within two years of the date of this grant award.

With the acceptance of this award, you agree to administer this grant in compliance with 45 CFR Part 96 (Block Grants) and the attached terms and conditions. In accordance with Department of Treasury regulations at 31 CFR Part 205 implementing the Cash Management Improvement Act, you agree to limit your request to draw Federal funds to the minimum amount needed and to time the request to be in accord with the actual, immediate requirements of the State in carrying out programs or projects funded through this award.
