Personnel Security

ARC's personnel security staff takes care of the various aspects of personnel security. Our experienced staff performs the following duties:

Pre-employment Suitability Inquiries

  • Maintaining a Special Agency Agreement Check (SAC) with the OPM to perform pre-employment checks (i.e., FBI checks and credit checks) for your agency and billing your agency for associated charges
  • Administering pre-employment checks in coordination with your agency and OPM, or your agency's contractor
  • Receiving and reviewing completed SACs
  • Coordinating with the appropriate official designated by your agency when SACs are received that require suitability decisions
  • Notifying your agency's point of contact and ARC staffing personnel of completed inquiries

Background Investigations

  • Maintaining an interagency agreement with OPM to perform background investigations for your agency and billing your agency for associated charges
  • Analyzing investigative needs
  • Initiating initial background investigations upon employment
  • Processing requests for investigations
  • Contacting employees for omissions and verification of information provided on background investigation forms
  • Reviewing completed cases to determine if issues were developed for which adjudication action is necessary
  • Reviewing and advising on negative suitability cases
  • Coordinating with the appropriate designated official when results of investigations are received that require suitability decisions
  • Administering your reinvestigations program

Drug Testing

  • Maintaining an interagency agreement with the U.S. Investigative Service (USIS) to perform drug tests (specimen collection, lab tests, and medical review) for your agency and billing your agency for associated charges
  • Coordinating pre-employment drug test requirements
  • Providing a package to applicants and employees with instructions and forms necessary for the completion of a drug test
  • Coordinating random drug tests with your agency's point of contact
  • Coordinating reasonable suspicion drug tests with your agency's point of contact
  • Reviewing completed drug tests for adjudicative action
  • Maintaining files on completed drug tests
  • Notifying your agency's point of contact of the results of completed drug tests

Employee Physicals

  • Using your agency's contracts or interagency agreements, administering the program for physical exams in accordance with your agency's policy
  • Serving as a liaison between your agency, the applicant/employee, and the organization designated by your agency to conduct exams for the purpose of scheduling exams
  • Receiving and reviewing results of physicals
  • Notifying appropriate officials of the results
