Labor & Employee Relations

Your productivity relies on good labor and employee relations. ARC's experienced labor and employee relations practitioners work closely with your managers to ensure that performance and conduct issues are addressed in a timely and correct manner. Our staff can also assist managers in meeting labor relations obligations and easily and efficiently handle any of the following employee and labor relations functions:

  • Providing day-to-day advice and guidance in dealing with misconduct and performance issues
  • Conducting pre-action fact-finding inquiries
  • Providing assistance in preparing corrective actions and notices including leave restriction notices, counseling notices, disciplinary actions, adverse actions, actions to remove probationary employees, and performance-based actions
  • Providing for technical assistance in MSPB appeals or EEO activity that might result from the above actions, in dealing with activity involving the Office of Special Counsel, or with proceedings before arbitrators
  • Handling and processing employee complaints through any established agency or administrative grievance procedure or alternative dispute resolution process
  • Assisting managers on disability, fitness for duty, and reasonable accommodation issues
  • Providing employee relations training to supervisors and managers
  • Providing day-to-day advice and guidance in dealing with labor relations issues
  • Providing a human resources specialist for technical assistance to support the customer agency in proceedings pertaining to labor relations activities (e.g., unfair labor practice charges, representation petitions, clarification of unit petitions, negotiability appeals, review of arbitration awards, negotiation impasses, etc.)
  • Providing assistance with or handling term or midterm (impact and implementation) negotiations
  • Providing advice and guidance to supervisors on contract interpretation
  • Providing labor relations training to supervisors
  • Drafting notices to labor organizations regarding changes in personnel policies, practices, or conditions of employment
  • Processing requests for information submitted by a labor organization
  • Handling and processing employee complaints generated through any established negotiated grievance procedures
  • Providing technical assistance to support the customer agency in proceedings before arbitrators
