The Health Resources and Services Administration
(HRSA) administers the Health Center Program, as authorized
by section 330 of the Public Health Service (PHS)
Act, 42 U.S.C. 254b, as amended. Health centers improve
the health of the Nation’s underserved communities
and vulnerable populations by assuring access to comprehensive,
culturally competent, quality primary health care
services. Health center grants support a variety of
community-based and consumer/patient-run public and
private nonprofit organizations and continue to serve
an increasing number of the Nation’s underserved.
This application guidance details the requirements
and review criteria for organizations seeking a non-competitive
continuation grant in Fiscal Year (FY) 2009 for continued
operational support under the Health Center Program
including: Community Health Centers (CHC) (section
330(e)), Migrant Health Centers (MHC) (section 330(g)),
Health Care for the Homeless (HCH) (section 330(h)),
and Public Housing Primary Care (PHPC) (section 330(i))
Centers.
All applicants must:
- demonstrate continued compliance with the applicable
requirements of section 330 of the PHS Act and BPHC
guidelines, including the Health Center Program
Expectations (Program Information Notice 98-23).
- Community Health Centers and/or Migrant Health
Centers are also expected to demonstrate compliance
with the implementing regulations (42 CFR Part 51c).
- In addition to these general requirements, there
are specific requirements and expectations for applicants
requesting funding under each type of health center
authorized under section 330. Applicants requesting
funding to support one or more health center types
are expected to demonstrate compliance in the application
with the specific guidelines, expectations and requirements,
as applicable. Failure to document and demonstrate
compliance in the application will significantly
reduce the likelihood of approval and funding.
- Please note that in previous documents, application
guidances and other materials, HRSA has made reference
to the School-Based Health Center (SBHC) Program.
Section 330 of the PHS Act does not include authorization
for a SBHC Program. Therefore, HRSA will no longer
identify SBHCs as a separate Health Center Program
or category/type of health center; however, there
will continue to be recognition of school-aged children
as an underserved population served by health centers.
All organizations receiving section 330 funding
specifically to support a SBHC must comply with
the requirements of section 330(e), Community Health
Center Program. Funds to support the SBHC should
be identified or included in budget presentations
as a request for section 330(e), CHC Program funding.
