Position Overview

Functions as the QA technical lead in support of custom Instrumentation development within the International, Space and Response (ISR) Division. ISR develops space-based instrumentation serving national security and exploratory science needs for the country. The selected candidate will lead the Space Instrumentation Systems Group (ISR-4) QA Team and oversee inspection personnel who assess and evaluate the workmanship performed by assembly technicians and suppliers based on industry and project requirements for electronic components, subsystems, and systems. Additional responsibility will include integrating the Institutional Quality Assurance Program requirements into current ISR4 processes and procedures to ensure compliance, and develop standardized processes for all ISR-4 projects. Experience developing & implementing QA programs within DOE. Demonstrated experience with DOE 0 414,lO CFR 830, and LANLcontractual requirements. Demonstrated experience assessing the quality of work based on Industry standards. Knowledge and experience with the interpretation and application of military, NASA, and industry standards such as IPC-A-610, MIL-P-55110, IPC-600, and NASA-STD-8739 desired. Knowledge of electronic component technologies and electronic assembly techniques with the aim toward certification. Technical experience with electrical and mechanical inspection techniques, interpreting engineering specifications and assembly drawings, and comparing test and examination reports to standards. Engineering degree required.

Summary

Provides support for individual and combined/directorate programs within quality assurance (QA) functions.

Functions as an advisor to a work unit, or a group of work units. Provides direction according to established policies and guidance. Interacts with supervisors, other functional areas, management, and outside vendors to complete objectives. Administers company policies that directly affect subordinate employees. Works on issues where analysis of situation or data requires review of relevant factors. Receives assignments in the form of objectives with goals and the process by which to meet goals. Work is reviewed upon completion for adequacy in meeting objectives. Exercises judgment within defined procedures and policies to determine appropriate action, and becomes actively involved in daily operations when required to meet schedules or to resolve complex problems. Erroneous decisions or recommendations or failure to complete assignments would normally result in serious delays to assigned projects resulting in considerable expenditure of additional time, human resources, and funds. Frequently interacts with subordinate supervisors and functional peer groups. Requires the ability to gain cooperation of others, and conduct presentations of technical information concerning specific projects or schedules. Provides direct supervision to professional individual contributors and/or skilled support individual contributors who generally perform either single tasks or multiple closely related tasks. Work is reviewed upon completion for adequacy in meeting objectives. Ensures that projects are completed on schedule and within budget. Develops and directs work schedules and monitors work flow to achieve established goals and objectives.

Job Duties

  12. Establishes and maintains relationships with customers and partners to establish scope, schedule and budget.
  13. Sets scope, schedule, and deliverables within the organizational framework and provides day-to-day work place supervision.
  14. Allocates resources responsibly.
  15. Ensures employees are qualified, authorized, and work in a safe, secure, and compliant manner.
  16. Sets strategic direction for organization and participates on the management team.
  17. Sets work priorities, manages the budget, and commits resources within the organizational framework.
  18. Develops and implements organizational processes and procedures and regularly completes assessments to review safety, security and compliance in the work place.
  19. Completes and reviews performance appraisals across the organization, as assigned, and provides employees regular feedback.
  20. Coaches, mentors, and develops employees.
  21. Initiates, reviews, and approves disciplinary actions in accordance with Laboratory policies.
  22. Works with HR to manage salaries and complete hiring actions within the organization.
  23. Conducts daily and/or weekly meetings with assigned employees, based on need/schedule/specific work.
  24. Provides direct supervision to professional individual contributors and/or skilled support contributors.
  25. Monitors and prevents conditions that lead to chemical, biological, physical hazards and diseases present throughout the facility work sites.
  26. Develops and provides basic QA training to facility employees and/or assigned subordinates.
  27. Provides quarterly performance updates regarding subordinates, to higher-level managers.
  28. Completes performance and salary management actions, and development of appropriate IPPs, for assigned direct reports, with review by higher-level managers.
  29. May have authority to approve time and effort.
  30. Reviews and incorporates environmental, health, safety and quality control standards and procedures promulgated by regulatory authorities.
  31. Provides moderately complex reports to higher-level manager for submission to federal, state, and local agencies.
  32. Monitors audits of environmental, health, safety and quality assurance programs at the facility to identify and control significant loss producing exposure.
  33. Conducts presentations of technical information concerning specific projects and/or schedules.
  34. Must keep fully informed on all existing and proposed changes in occupational health and safety regulations.
  35. Promotes communication programs to enhance and encourage employee awareness of accident and fire prevention, industrial hygiene and environmental compliance.
  36. Provides guidance and interpretation of policies and programs concerning QA.
  37. Ensures proper communication to employees on the implementation of QA policies, procedures and practices.
  38. Recommends and supports organizational objectives and specific short-term and long-range plans, and monitors progress to assure work objectives are attained and schedules are met.
  39. Studies assigned subjects for management; identifies problem areas, investigates alternative solutions, may determine cost implications, and recommends solutions.
  40. Provides input for budgets; reviews applicable segment of budgets in relation to QA objectives to ensure cost effectiveness.
  41. Directs the administration of QA employees including, forecasting staffing requirements, executing action-oriented programs to address affirmative action placement goals, directing assignments, assuring training and development, evaluating performance, and initiating personnel actions.
  42. Fosters a mutually respectful work environment that is free from discrimination and harassment.

Job Knowledge

  • Strong knowledge of and experience with a broad range of QA activities and/or safety, health, quality assurance or environmental engineering.
  • Strong knowledge of and experience with QA environmental, health, safety and quality assurance principals, programs, and practices.
  • Strong knowledge of and experience with QA-related risk assessments and corrective actions.
  • Strong knowledge of QA federal, state, and local laws, regulations, policies, and procedures.
  • Strong knowledge of common and unique work hazards, occupational safety practices, operating configuration, and lock-out/tag-out policies and procedures.
  • Ability to understand and interpret various physical, mechanical, and electrical documents, blueprints, drawings, and schematics.
  • Strong knowledge of Laboratory organizational structure.
  • Strong knowledge of QA program requirements and administration.
  • Strong knowledge of Laboratory objectives and other statements of policy/practice/procedures.
  • Experience in budget preparation and planning.
  • Experience and demonstrated skill in conducting research, investigating alternative solutions and recommended solutions on problems affecting QA programs and administration.
  • Demonstrated skill in leadership, supervision, and knowledge of human resources administration of assigned employees.

Education

  • Position typically requires a bachelor’s degree and a minimum three years of related management experience, or an equivalent combination of education and experience.

  • Receives functional and operational direction from quality assurance manager 3, or higher

B. Supervision Exercised

  • Provides functional and operational direction to reporting quality assurance specialists, support and/or clerical employees.

C. Contacts

  • Frequently contacts customer organizations and members of Quality Assurance core and field services to provide quality assurance information and activities.
