Position Overview

The successful candidate will report to the Dynamic & Energetic Materials (DE) Division Leader and will provide strong technical and operational leadership, and management for the Division. DE Division has a diverse portfolio of research, development and application of the dynamic properties of inert and reactive weapons materials including the physics of shock waves in inert and energetic materials, molecular synthesis of novel energetic materials, the formulation of EM into engineered materials, the shock initiation and detonation physics of explosives, the response of explosives to various stimuli including electrical, chemical, mechanical, thermal, impact, shock and laser interactions, the development and small-scale application of unique energetic materials, weapons program focused experiments, operation and fielding of pRad dynamic experiments, high-explosive driven pulsed-power (HEPP) systems, development and application of appropriate diagnostics in all areas of R&D. In addition, DE Division operates most of the Laboratory's open air firing sites and a number of contained firing facilities. The technically diverse staff works with a wide range of customers providing solutions to their unique problems. The Deputy must integrate a diverse scientific organization to solve complex problems. This includes participating in the development of the programmatic direction for and the completion of assigned deliverables. The successful candidate assumes the responsibility to plan, organize, and manage in coordination with Group management the activities of the Division providing technical direction and prioritization of resources. This position will work to develop and foster effective teams across the Division, the Directorate for Weapons Physics (ADWP) and the Laboratory providing excellence in total solutions for our customers. They must recognize and act on opportunities to influence directions, policy, and vision, both internal and external to the organization. This will include insightful planning supporting the goals of NNSA Supplemental Programmatic Environmental Impact Statement. Plan, develop, and manage the Division's capabilities, resources, and budget. Where appropriate leads program development and strategic planning efforts for the Division and Laboratory and facilitates technical communication among the DE groups and with other organizations inside and outside the Laboratory. Be a champion for safety, security, quality assurance, conduct-of-operations, safety basis, project management, and other aspects of integrated management. Be responsible for performance appraisals, salary management, recruiting and staffing, diversity, employee development, and addressing and resolving personnel issues. Manage and grow the division's capabilities through personnel development, development and implementation of new projects, and assisting group personnel to transition from ending projects to new project teams. Strong background and record of achievement in one or more areas of the group's mission. Familiarity with the basic nature of energetic materials, and the response of energetic materials to various stimuli (safety characteristics). Demonstrated ability to lead and manage complex experimental operations such as firing sites. Demonstrated record of excellent supervisory skills and the ability to provide direction and vision through positive example and action, effective and timely decision making, prudent resource/fiscal management, and application of sound business practices. Record of commitment to promoting objectives in such areas as safety, security, formality, quality, environment, health, diversity, etc. Experience in personnel and resource management. Demonstrated record of personnel development and integration of personnel into high performing teams. Experience in conflict resolution and in dealing with performance issues. Demonstrated experience in planning and managing projects.

Summary

Serves as the deputy organizational/division manager assisting in the oversight of research and development employees and activities within one of the following disciplines: biological science, chemical science, earth science, materials science, physical science, engineering, or information/computing science and/or engineering.

Job Duties

  1. Safety and security are a primary responsibility for all Laboratory employees. Maintains required safety and security training, assures safety and security compliance, and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security. Serves as a model for organization/division in areas of safety and security behavior. Serves as a responsible steward of the environment and increases awareness of environmental laws and standards.
  2. Assists and serves as deputy in the overall direction of all personnel within a research and development organization/division.
  3. Assists and serves as deputy in the overall direction for planning and coordinating a diverse range of research and development activities and processes for new technological initiatives and/or products within and across organizational/division levels.
  4. Assists and serves as deputy to participate in Laboratory development of methods, techniques, and evaluation criteria for projects, programs, and people and assists in determining how to use research and development unit/groups to meet work scope, schedules, budgets, and division/directorate goals. Recommends solutions, monitors implementation status, and reports progress towards organizational/division/directorate objectives and improvements, including work scope, technical capabilities, schedules, budget, and operations.
  5. Ensures and models management behaviors to define and improve work flow and works cooperatively and jointly to provide quality customer service.
  6. Assists and serves as deputy to provide counsel, advice, and assistance to employees and management on matters dealing with government legislation, Department of Energy (DOE) contract compliance, and/or Laboratory policies or procedures to ensure compliance.
  7. Assists and serves as deputy to provide guidance, interpretation, and direction regarding policies and programs concerning research and development activities. Develops and implements updated processes and procedures in a timely manner.
  8. Supports R&D manager 6 in ensuring proper communication to organizational/division employees and other organizations/divisions on the implementation of research and development policies, procedures and practices.
  9. Assists and serves as deputy to direct the preparation of studies on complex subjects for division/directorate management; identifies problem areas, investigates alternative solutions, determines cost implications, and ensures the implementation of short- and long-term solutions.
  10. Assists and serves as deputy to develop and implement division budgets; reviews applicable segment of budgets in relation to research and development objectives to ensure cost effectiveness.
  11. Supports R&D manager 6 in directing the administration of research and development employees including, forecasting staffing requirements, adhering to action-oriented programs to address affirmative action placement goals, directing assignments, assuring workforce development, monitoring performance, and initiating personnel actions.
  12. Fosters a mutually respectful work environment that is free from discrimination and harassment.

Job Knowledge

  • Expert-level knowledge of and proven ability in budget preparation and oversight.
  • Expert-level knowledge of and proven ability in management, supervision, and development of assigned employees.

Education

  • Minimum requirement is a bachelor’s degree in science or engineering.

Direction

A. Supervision Received

  • Receives functional and operational direction from higher-level research and development managers.
  • Works under nominal supervision, typically from research and development manager 6.

B. Supervision Exercised

  • Provides functional and operational direction to reporting research and development managers and technical, operational, and administrative staff.
  • Assists research and development manager 6 in providing direction to a research and development organization/division, including the ability to build effective teams and enhance the technical and professional skills of reporting staff.

C. Contacts

  • Internal contacts include research and development line, project/program, and senior managers.
  • External contacts may include parent companies, government agencies, and professional and community organizations.
  •  May have contact with the Laboratory Director.
  • Participates in peer review at organization/division and Laboratory-wide levels. May participate in peer reviews external to the Laboratory.
