Position Overview

P-24 is seeking to fill a the position of P-24 DGL to oversee our research portfolio and assist the GL in managing the operations of the group as a whole. The position also entails significant and long term program development. This position has two three main responsibilities. The first two involve leadership and management oversight of present P-24 activities for 50-60% of the time. The third involves participating in P-24 research in a way that serves a unique purpose or brings unique expertise. This may be through a program management position, application of unique knowledge of program requirements, or through participation in an experimental project(s) per se.

Key Position Requirements

Record of successful experimental scientific research, leadership and refereed publications in at least one of the scientific areas critical for P-24, i.e., high-energy-density physics, plasma physics, dynamic materials, ultrafast-laser interactions or weapons physics. Demonstrated scientific leadership and management skills. Strong record of effective written and verbal communication skills. Excellent interpersonal and personnel management skills. Demonstrated commitment to professional development & mentoring. Financial management experience and commitment to good business practices. Summary

Serves as the deputy unit/group manager assisting in the oversight of research and development employees and activities within one of the following disciplines: biological science, chemical science, earth science, materials science, physical science, engineering, or information/computing science and/or engineering.

NOTE:  This position denotes a manager of research and development science and engineering functions. For non-research and development engineering management functions, see Engineering Manager job descriptions.

Job Duties

  1. Safety and security are a primary responsibility for all Laboratory employees. Maintains required safety and security training, assures safety and security compliance, and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security. Serves as a model for the business unit/group in areas of safety and security behavior. Serves as a responsible steward of the environment and increases awareness of environmental laws and standards.
  2. Assists and serves as deputy in the overall management of scientists/engineers, skilled support employees, and reporting first line research and development managers within a research and development unit/group.
  3. Assists and serves as deputy in the overall management for planning and coordinating multiple research and development activities and processes for new technological initiatives and/or products at a research and development unit/group level.
  4. Assists and serves as deputy for selecting solutions, monitoring implementation status, reporting progress towards research and development unit/group objectives and improvements, including work scope, technical capabilities, schedules, budget, and operations.
  5. Assists and serves as deputy to ensure and model continuous efforts to define and improve the flow of work activities and works cooperatively and jointly to provide quality customer service.
  6. Provides counsel, advice, and assistance to employees and management on matters dealing with government legislation, Department of Energy (DOE) contract compliance, and/or Laboratory policies or procedures to ensure compliance.
  7. As deputy, provides guidance and interpretation of policies and programs concerning research and development activities. Develops and implements updated processes and procedures in a timely manner.
  8. As deputy, supports R&D manager 4 in ensuring proper communication to business unit/group employees on the implementation of research and development policies, procedures and practices.
  9. Assists R&D manager 4 and serves as deputy to direct the preparation of studies on complex subjects for management; identifies problem areas, investigates alternative solutions, determines cost implications, and selects and implements short- and long-term solutions to problems or opportunities for improvement.
  10. Provides input for budgets; reviews applicable segment of budgets in relation to research and development objectives to ensure cost effectiveness.
  11. Supports R&D manager 4 in directing the administration of research and development employees including, forecasting staffing requirements, directing assignments, assuring workforce development, monitoring performance, and initiating personnel actions.
  12. Fosters a mutually respectful work environment that is free from discrimination and harassment.

Job Knowledge

§           Thorough knowledge of and proven ability in conducting research and/or development activities, investigating alternative solutions, and recommending solutions to problems affecting research and development activities, projects, and/or initiatives.

§           Thorough knowledge of and proven ability in implementing, enforcing, and providing guidance for Laboratory policy affecting research and development activities, projects, and/or initiatives.

§           Thorough knowledge of and proven ability in implementing, enforcing, and providing guidance for Laboratory objectives and other statements of policy, practice, and/or procedure.

§           Thorough knowledge of and proven ability in budget preparation and oversight.

§           Thorough knowledge of and proven ability in management, supervision, and development of assigned employees.

Education

§          Minimum requirement is a bachelor’s degree in science or engineering.

Direction

A. Supervision Received

§           Receives functional and operational direction from higher-level research and development managers.

§           Works under nominal supervision, typically received directly from research and development manager 4.

B. Supervision Exercised

§           Provides functional and operational direction to reporting research and development managers and technical, operational, and administrative staff, if assigned.

§           Assists research and development manager 4 in providing direction to a research and development unit/group, including the ability to build effective teams and enhance technical and professional skills of reporting staff.

C. Contacts

§           Internal contacts include research and development line, project/program, and senior managers.

§           External contacts may include parent companies, government agencies, and professional and community organizations.

§           May be sought our for peer review by others.

Notes To Applicants

Require Ph.D. in one of the disciplines relevant to P-24 research, or equivalent combination of training and experience. Desired: Strong contacts with the LANL NW program offices, as well as relevant NNSA personnel. Project and management training. Familiarity with LANL administrative policies. Management experience.
