Position Overview

As a Senior Human Resources Generalist assigned to one of the deployed HR groups, serve as an advisor to Laboratory senior-level management within assigned organization(s) on all areas of Human Resources products and services. As a partner with the senior-level management team develop strategies to address compensation, staffing, employee relations, and organizational development that will leverage their workforce productivity and reinforce management's vision and mission. Serve as a Strategic Business Partner and represent HR management on Laboratory HR policies, plans and objectives and ensure a high-level of customer service and support

Key Position Requirements

Record of success in providing "value-added" HR services including influencing, training, and coaching others; partnering effectively across functions and organizations to identify process improvement opportunities; analyzing and interpreting workforce trends for managers to assist them in workforce planning initiatives; serving as a change agent; and managing organizational change. Professional certification from an accredited HR organization is highly desirable.

Summary

Has wide-ranging experience in human resources, uses professional concepts and Laboratory objectives to resolve complex issues in creative and effective ways. Frequently contributes to the development of new theories and methods. Considered expert in field within the organization.

Job Duties

  1. Safety and security are a primary responsibility for all Laboratory employees. Maintains required safety and security training, assures safety and security compliance, and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security. Serves as a responsible steward of the environment and participate in Laboratory recycling efforts.
  2. Leads the implementation of human resources policies and partner with customer organizations to ensure complete understanding of HR-related business needs and objectives.
  3. Acts as advisor and/or facilitator for customer staffing and hiring process, employee relations issues, and monitors personnel actions to assure compliance with Laboratory standards.
  4. Advises managers and employees of current HR-related policies, procedures, and practices.
  5. Ensures conformance and adheres to policies and programs concerning HR.
  6. Monitors existing personnel programs to ensure desired objectives and/or results are being achieved.
  7. Fosters a mutually respectful work environment that is free from discrimination and harassment.
  8. Contributes to development of objectives and principles to achieve goals in creative and effective ways.
  9. Develops advanced concepts, techniques, and standards based on professional principles and theories. Viewed as expert in field within the Laboratory.
  10. Works on unusually significant, unique or complex issues; provides solutions that are highly creative and analyzes situations or data that requires an evaluation of intangibles.
  11. Works under consultative direction toward predetermined long-range targets. Assignments are often self-initiated. This individual is virtually self-supervisory.
  12. Works with core to establish proactive HR programs.

Job Knowledge

  • Advanced knowledge of HR theories, principles, practices, and understanding of HR as an interrelated system of functional operations.
  • Broad understanding of the following HR-related disciplines: benefits, compensation, affirmative action/equal employment opportunity (AA/EEO), employee relations, staffing, service center, employee development, etc.
  • Applies complex/specialized knowledge to assignments
  • Expert working knowledge of HR processes, systems and procedures.
  • Comprehensive knowledge of customers organization and business as well as knowledge of organizational structure, mission and goals.
  • Advanced analytical skills and proven competence in resolving simple and complex HR and organizational issues.
  • Advanced skills in preparation and presentation of oral and written reports.

Education

  • Position typically requires a bachelor’s degree and a minimum eight years of related experience, or an equivalent combination of education and experience.  At this level, post graduate course work may be desirable.

Direction

A. Supervision Received

  • Receives functional and operational direction from a human resources manager.

B. Supervision Exercised

  • Provides operational direction to reporting human resources support and/or clerical employees, if assigned.

C. Contacts

  • Contacts personnel and management of customer organization and members of core Human Resources to provide information regarding current personnel programs or procedures.
