Position Overview

The CIO Policy, Requirements, and Validation Group is responsible for coordinating the institutional requirements and commitments for information technology and information security. The Leader of this organization will lead a diverse set of individuals to manage the issues management process for IT and Information Security, work with the LANL Policy Office to manage the life cycle process of IT and Information Security procedures, and provide oversight to IT and Information Security audits and assessments.

Key Position Requirements

Reporting to the Chief Information Officer, the Group Leader for the Policy, Requirements, and Validation Group will provide leadership and management to group members and interact with all levels of management. Must possess a record of strong leadership, including personal integrity, accountability, and multi-organizational teamwork. Demonstrated ability to lead a team, including mentoring and motivating employees, building consensus, and successfully resolving conflict. Relevant and successful management experience within a program or line organization. Demonstrated experience working independently on multiple activities with varying and often changing priorities and deadlines. Demonstrated experience effectively communicating and interacting, both orally and in writing, with all levels of staff, peers, and management. Commitment to LANL ISM, ISSM, AA/EEO, and diversity objectives.

Summary

Manages individuals who design and implement major systems or who maintain and enhance existing systems. Manages discipline activities in information systems in areas including application support, software engineering, software quality assurance and quality control, business analysis or database administration. Defines and recommends corporate standards, procedures and policies within a discipline. Performs a broad and challenging variety of work that requires the creative application of a wide range of technical and management principles. Influences policy formation and is responsible for strategic decision-making and/or the large-scale deployment of resources, including technical responsibilities for interpreting, organizing, executing, and coordinating assignments.

Group-level leader or operations manager requiring an in-depth knowledge of organizational objectives. Implements strategic policies when selecting methods, techniques, and evaluation criteria for obtaining results. Determines organizational objectives and interprets company policies. Establishes operational objectives and work plans, and delegates assignments to subordinate managers.  Work is performed without appreciable direction. Completed work is reviewed, from a relatively long-term perspective, for desired results. Regularly interacts with senior management or executive levels that perform similar or related tasks. Requires the ability to change the thinking of, or gain acceptance from, others in sensitive situations, without damage to the relationship. Manages activities of a broad functional area through first level managers and exempt specialists.

Job Duties

  1. Safety and security are a primary responsibility for all Laboratory employees. Maintains required safety and security training, assures safety and security compliance, and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.
  2. Provides counsel, advice, and assistance to management on matters dealing with government legislation, Department of Energy (DOE) contract compliance, and/or Laboratory policies or procedures to ensure compliance.
  3. Provides guidance and interpretation of policies and programs concerning assigned accounting functions.
  4. Directs preparation of concise studies on complex subjects for executive management; identifies problem areas, investigates alternative solutions, determines cost implications, and recommends solutions.
  5. Defines and recommends organizational objectives, develops specific short-term and long-range plans, and monitors progress to assure work objectives are attained and schedules are met.
  6. Directs the administration of assigned employees including, forecasting staffing requirements, monitoring affirmative action goals, preparing salary plans, directing assignments, assuring training and development, monitoring performance, and initiating personnel actions.
  7. Identifies current and future needs of internal customers, and develops short-range plans.
  8. Analyzes the impact of proposals on other groups, and helps to establish project direction.
  9. Participates in budget planning. Ensures adherence to budget goals by monitoring costs.
  10. Prepares plans to ensure continuity for technical systems.
  11. Prepares or approves project plans that provide timely and accurate information systems services. Plans the best possible use of hardware, software, personnel, and other company resources.
  12. Plans and allocates resources to fulfill customer requirements.
  13. Maintains up-to-date knowledge of information systems technology in order to continually improve current applications and information systems processes.
  14. Provides input to disaster contingency planning.
  15. Fosters a mutually respectful work environment that is free from discrimination and harassment.

Job Knowledge

  • Requires demonstrated knowledge of systems architecture and programming plus master level knowledge of related activities gained through specialized education and/or work experience.
  • Demonstrated knowledge of general business practices.
  • Knowledge of software development methodologies, tools and processes including Software Development Methodology Framework, source code control, application development tools and techniques, database design, development and management, programming languages, and component integration.
  • Knowledge of hardware and operating systems including system architectures, network infrastructures, and client server principles.
  • Knowledge of web-based technologies including web page development and maintenance and web-based tools and utilities.
  • Knowledge of system and hardware integration and testing.
  • Skill in defining and collecting metrics to gauge project progression.
  • Strong ability to develop a clear point of view supported by data and analysis and is able to sell ideas to others.
  • Ability to apply general accounting principals and monitor expenditures in support of programs and policies.
  • Thorough working knowledge of company process improvement and leadership initiatives.
  • Demonstrated leadership skills including selecting, retaining and developing team leads and obtaining high-quality work from staff.
  • Strong ability to manage geographically dispersed project teams.

Education

  • The above may be acquired through: a recognized degree in computer science or information Systems from an accredited college or university, or specialized courses in general information systems or relevant information systems disciplines, and broad progressive work experience in information systems or relevant equivalent experience in other information systems and technology disciplines.
  • Position typically requires a bachelor’s degree and a minimum five years of related management experience, or an equivalent combination of education and experience.  At this level, post graduate course work may be expected.

A. Supervision Received

  • Reports to the IT Manager 5.

B. Supervision Exercised

  • May oversee multiple functions. Contacts often involve problem resolution and may involve policy/process interpretation. Could be engaged in negotiation and persuasion.

C. Contacts

  • Maintains relationships with assigned group management in order to resolve specific IST problems
  • Maintains contact with professional organizations to be aware of changes in IST methodology
  • Independently contacts IST management, managers in other functions, and selected project users to gather or provide information, or give project status updates.
  • Frequently contacts other staff of all levels in different organizations with regards to information systems strategic planning, policies and procedures.
  • Contacts other staff of all levels in different organizations as required.
  • Contacts vendor representatives as needed for application purchase and support information.
