Position Overview

Environmental Waste Management Operations (EWMO) is a Facility Operations organization supporting both Nuclear and Non-Nuclear operations within the Environmental Programs at LANL. The organization reflects the standard LANL Facility Operations Director model and provides traditional Operations, Engineering, Maintenance, and ESH&Q support to the Waste Disposition, Water Stewardship, TA-21 Closure, and Radioactive Liquid Waste Projects within the Environmental Programs. This includes Hazard Category II and III Nuclear Facilities including the Radioactive Liquid Waste (RLW), Waste Characterization, Reduction, and Repackaging (WCRR), Radioactive Assay and Non-destructive Testing (RANT). This position will report directly the Associate Director for Nuclear and High Hazard Operations.

Key Position Requirements

Demonstrated excellence and proven competence as a manager in a nuclear processing facility. Demonstrated knowledge and experience establishing and maintaining Authorization Basis, radiological operations, nuclear criticality safety, and best-pracatice security processes. In-depth knowledge of related local, state, and federal regulations and oversight agencies. Demonstrated ability to interpret observations, reports and related/unrelated data from incidents including the ability to identify problems before they assume crisis proportions. Experience in Change Management including the establishment of organizational models and operating policies. Demonstrated experience as a manager of people, including the ability to develop a diverse staff through team building approaches.

Summary

Oversees, authorizes and/or manages all operational and/or packaging and transportation activities including safety/authorization/compliance basis; health, safety and environmental management; security; quality assurance and production and work control; product and/or manufacturing engineering; equipment engineering; maintenance management; contract labor negotiations; waste management; inventory control, materials purchasing, packaging/shipping/receiving activities; document control/records management; training, human relations, purchasing and budgets.

Job Duties

  1. Safety and security are a primary responsibility for all Laboratory employees. Maintains required safety and security training, assures safety and security compliance, and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.
  2. Ensures safety, security and regulatory compliance; manage authorized facility safety basis and authorization agreements.
  3. Influences organizational objectives and Laboratory policies
  4. Negotiates with customers or management regarding matters of significance to the organization
  5. Plans, directs and controls all operations of organizations through assessment of intangible variables. Consistently works with abstract ideas or situations across functional areas of the business
  6. Manages the development of facility operating limits and/or packaging regulations and requirements including the review, approval, and assessment of all facility and/or packaging and transportation operations, including new activities.
  7. Manages an appropriate formality and/or conduct of operations.
  8. Notifies, investigates and reports abnormal occurrences.
  9. Reviews, approves, authorizes and releases both facility and programmatic integrated work and /or packaging and transportation activities and documents to ensure that hazards/vulnerabilities are appropriately identified and controls are adequate.
  10. Directs and controls the activities for one or more functional area, groups or service areas through senior managers who have overall responsibility for the successful operation of those assigned areas.
  11. Manages requirements for facility access.
  12. Responsible for the plan of the day and plan of the week process to ensure coordination of facility and programmatic operations and work execution as assigned.
  13. Responsible for the duty officer program to cover off-hours operation.
  14. Responsible for investigations following abnormal occurrences to identify and correct the cause of the event and properly report it in accordance with Department of Energy (DOE) and Laboratory directives. Responsible for budgets and schedules; ensure they meet Laboratory requirements.
  15. Provides counsel, advice, and assistance to management on matters dealing with government legislation, DOE contract compliance, and/or Laboratory policies or procedures to ensure compliance.
  16. Provides guidance and interpretation of policies and programs concerning operations and/or transportation management.
  17. Ensures proper communication to employees and other organizations on the implementation of operational management policies, procedures and practices.
  18. Defines and recommends organizational objectives, develops specific short-term and long-range plans, and monitors progress to assure work objectives are attained and schedules are met.
  19. Directs preparation of concise studies on complex subjects for management; identifies problem areas, investigates alternative solutions, determines cost implications, and recommends solutions.
  20. Provides input for budgets; reviews applicable segment of budgets in relation to facility objectives to ensure cost effectiveness.
  21. Directs the administration of operations and/or packaging and transportation employees including, forecasting staffing requirements, developing and executing action-oriented programs to address affirmative action placement goals, directing assignments, assuring training and development, monitoring performance, and initiating personnel actions.
  22. Fosters a mutually respectful work environment that is free from discrimination and harassment.

Job Knowledge

  • In-depth knowledge of all functional areas, business strategies and Laboratory goals.
  • In-depth understanding of work hazards, safety practices, operating configuration, and lock-out/tag-out policies and procedures.
  • Full knowledge of LANL conduct of maintenance, conduct of engineering, conduct of operations and quality assurance programs.
  • In-depth knowledge and experience conducting critiques, root cause analysis, and lessons learned.
  • In-depth knowledge of the Laboratory's organizational structure and objectives; allowing for innovative concepts and promoting new ideas.
  • In-depth knowledge of facility policies and procedures.
  • In-depth knowledge of government regulations affecting operations and /or packaging and transportation management.
  • Exceptional ability to identify problem areas, investigating alternative solutions, and determining action to be performed on problems affecting operations management.
  • Exceptional understanding of current business trends. Exceptional ability in negotiating with customers or management or attempting to influence senior-level leaders regarding matters of significance to the organization.
  • Exceptional ability to change the thinking of, or gain acceptance from, others in sensitive situations, without damage to the relationship.
  • Exceptional ability to gain cooperation of others and conduct presentations of technical and/or function-specific information concerning specific projects or schedules.
  • Exceptional in the preparation and presentation of oral and written reports.
  • Must have experience and education as required by all applicable DOE and/or Department of Transportation (DOT) orders
  • Function may require human reliability program participation.

Education

  • Position typically requires a bachelor’s degree and a minimum ten years of related management experience, or an equivalent combination of education and experience.  At this level, post graduate course work may be expected.

Direction

A. Supervision Received

  • Receives functional and operational direction from division leader(s), associate director(s) and responsible associate directors (RADs).

B. Supervision Exercised

  • Provides functional and operational direction to reporting operations managers, operations specialists, operators, and/or packaging and transportation specialist, engineers and/or clerical employees, if assigned.

C. Contacts

  • Regular contact with operations/facilities management, engineers, technicians, other operational and facility personnel and tenants.
