Position Overview

This position reports to the Shift Operations Supervisor (Operations Manager 1) at the Radioactive Liquid Waste Treatment Facility located at TA-50-1.

Key Position Requirements

In-depth knowledge of nuclear facility operations pertaining to liquid waste treatment. Ability to obtain certification as a New Mexico Environmental Departmnet Waste Water Treatment Operator Level 4. Experince working with multiple complex nuclear facility systems.

Summary

Fully qualified, experienced operator as defined by the organizations training and qualification program. Operates and monitors critical safety systems according to operating instructions. Responsible for safe execution of technical safety requirement surveillances or surveillances required to meet safety / authorization gasis requirements. Performs technical tasks in support of operations, maintenance, science or engineering activities. Provides direct support in operations, specification, construction, and/or design of facility mechanical, electrical, and/or chemical systems. Checks and inspects operation and maintenance against predetermined standards. Follows process sheets or written / verbal directions. Observes equipment and control panels for operator messages or error indicators. Sets up and runs diagnostic test and reacts appropriately to the messages and reports errors or machine malfunctions as required. May work with and be responsible for multiple systems.

Job Duties

  1. Safety and security are a primary responsibility for all Laboratory employees. Maintains required safety and security training, assures safety and security compliance, and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.
  2. Extensive knowledge and skills in facility/machine principles of operation. Fully qualified to organizations specific requirements with a demonstrated ability to perform assigned tasks with no supervision based on demonstrated proficiency either by time on the job or past experiences.  Performance formally evaluated through a documented training and qualification program.
  3. Knowledge level supports unsupervised response to unexpected operating conditions to maintain safety / authorization basis parameters.  Solely responsible for the safe and effective completion of surveillances required to meet safety basis requirements including demonstrated execution of safety related procedures, effective system status control, updating and maintaining  equipment status boards.
  4. Qualified on multiple and a range of tasks including operations of multiple SSCs, successful execution of incendental maintenance, and other tasks required to keep the facility within safety parameters and within the confines of Integrated Work Management.
  5. Uses experience to contribute to the development of techniques and completes work in innovative and effective ways.
  6. Contributes to the development of new principles, concepts and operational improvements.
  7. Contributions are of sufficient value and scope to have significant impact on project goals; conversely, incorrect technical decisions can cause significant delays in project completion.
  8. Assignments include responsibility for developing specifications for project implementation and verifying that the end product meets expectations and requirements
  9. Performs routine facility or area walk-downs, procedure reviews, inspections and/or evaluations to ensure the safe and efficient operation of the facility related to mechanical, electrical, chemical, and/or computing systems.
  10. Operates and monitors equipment.
  11. Ensures the facility remains within its Authorizaiton / Safety Basis.
  12. Monitors efficiencies and malfunctions to process business, scientific, engineering, or other data according to operating instructions. Observes equipment and control panels for operator messages or error indicators.
  13. Troubleshoots and makes recommendations regarding facility operating equipment and/or systems; becomes thoroughly familiar with operating characteristics of all plant equipment; serves as point of contact for any equipment-related issue.
  14. Provides technical leadership and review. Trains less-experienced operators and operator trainees.
  15. Coordinates and manages equipment shutdowns, upgrades, and/or installations and provides guidance to the support service subcontractor.
  16. Measures and/or reports progress toward goals for schedules and costs related to equipment.
  17. Participates in technical aspects related to facility construction, design, and/or start-up activities.
  18. Performs surveillances for SSC to meet authorization / safety basis requirements.
  19. Responds to facility or control room emergencies and abnormal events; respond to after-hour call outs as required. Directs actions if necessary.
  20. Performs post maintenance testing and final facility acceptance and turnover from maintenance.
  21. Responds to the needs of programmatic customers if necessary
  22. Sets control switches; ensures that correct peripheral equipment is utilized and moves switches to clear system and operate the equipment; selects and loads input and output units with materials such as tapes and printout forms.
  23. Sets up and runs diagnostic test and reacts appropriately to the messages and reports errors or machine malfunctions as required. Operates peripheral equipment to perform such operations as tape-to-printer. May work with multiple systems.
  24. May act as lead and review activities of other employees.
  25. Develops specifications for project implementation and verifying that the end product meets expectations and requirements.
  26. Understands and adheres to all Laboratory and industry regulatory guidance and governance specific to facility or equipment maintenance and operations.
  27. Ensures all results, materials, processes and final products meet quality specifications and are completed according to established requirements.
  28. Fosters a mutually respectful work environment that is free from discrimination and harassment. 

Job Knowledge

  • Extensive knowledge and experience in a wide variety of facility operations and maintenance activities including, but not limited to, mechanical, electrical, computing, or chemical processing systems.
  • Experience making dimensional, physical, and/or electrical calibrations.
  • Extensive and detained understanding of and ability to identify work hazards, safety practices, operating configuration. Experience with lock-out/tag-out policies and procedures and execution.
  • Expert knowledge of Integrated Work Management principles.
  • Expert knowledge of computer skills and word processors.
  • Extensive knowledge with facility work control computerized work management systems.
  • Extensive knowledge of execution, tracking and maintaining surveillance procedures.
  • Ability to understand and interpret various physical, mechanical, and electrical documents, blueprints, drawings, and schematics
  • Independently conducts research, investigates alternative solutions, and recommends solutions on problems affecting facility equipment maintenance and operations.
  • Independently conceptualizes and communicates major elements of facility equipment and maintenance and/or upgrade activities.
  • Extensive skill in the preparation and presentation of test-measurement results.
  • Expert knowledge of the Laboratory's facility/operational/computing policies, practices, and procedures.
  • Extensive knowledge of legal requirements and environmental impacts affecting facility maintenance and operations.
  • Working knowledge of the principles of Department of Energy (DOE) Order 5480.19, Conduct of Operations Requirements for DOE Facilities.
  • Ability to work independently and as well as collaboratively as part of a team.
  • Successful completion of a formal qualification program.
  • This function may require participation in Los Alamos National Laboratory's human reliability program [HRP].

Education

  • Position typically requires a high school diploma and four-to-six years of related experience, or an equivalent combination of education and experience.  At this level, additional training, certification, and/or education will be expected, including associate’s degrees and graduation from technical institutions.

Direction

A. Supervision Received

  • Receives functional and operational direction from the designated supervisor/manager.

B. Supervision Exercised

  • Provides direction to other technicians and administrative staff. May act as lead and review activities of other employees.

C. Contacts

  • Regular contact with operations, maintenance, engineers, technicians, and other facility and professional personnel.
