Position Overview

The Project Controls Division is seeking a supervisor to manage a group of project control engineers in the Environmental Program. A candidate must posses strong technical knowledge of the area of project controls including, budget preparation, analysis and control, management reporting, problem identification and follow-on solution recommendations. This individual must also have a demonstrated experience in managing a group in a challenging and changing environment.

Key Position Requirements

In addition to the standard requirements of a project control manager, this individual must have experience in the environment area, knowledge of earned value management techniques, customer interface, process improvement, and team building skills.

Summary

Responsible for cost engineering, cost estimating, cost analysis/control, and planning/scheduling activities for a project, or for discipline/project/proposal estimating or staff planning activities that require a high degree of technical skill and experience. Directs cost estimating, analysis, and control activities and schedule development, maintenance, monitoring, impact identification, and recovery plan development activities. Directs the preparation and presentation of on-project estimates and cost forecasts. Supports project organizational and administrative activities. Provides generally non-routine cost engineering/planning and scheduling guidance. Identifies, analyzes, and provides innovative solutions to cost engineering and planning/scheduling problems.

Acts as an advisor to subordinate supervisors or staff members. Requires an understanding of current business trends. Often must lead a cooperative effort among members of a project team. Works on issues of diverse scope where analysis of situation or data requires evaluation of a variety of factors. Receives assignments in the form of objective oriented terms and determines how to use resources to meet schedules and goals. Work is reviewed in terms of meeting the organizations objectives and schedules. Frequently interacts with subordinate supervisors, customers, and/or functional peer managers, normally involving matters between functional areas performing similar tasks. Manages the activities of individual contributors or supervisors in a section or department with accountability for results in terms of costs, strategies and employees. Manages direct reports on an ongoing basis.

Job Duties

  1. Safety and security are a primary responsibility for all Laboratory employees. Maintains required safety and security training, assures safety and security compliance, and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.
  2. Responsible for effective execution of project controls programs on an assigned project in accordance with project controls departmental procedures.
  3. Reviews and approves earned revenue determination data, proposal financial summaries, project financial status reports, and charge for project working capital calculations for assigned projects.
  4. Plans staffing needs for assigned projects.
  5. Reviews contract drafts to ensure they include adequate cost and scope definition and meet project controls requirements. Coordinates development of all data in support of negotiations.
  6. Prepares, coordinates, and directs Project Controls presentations to Laboratory and client management, as required.
  7. Participates in the development and training of assigned personnel and in the implementation of on-the-job and classroom training programs.
  8. Performs personnel performance reviews and career counseling. Interviews candidates for employment and makes recommendations for employment decisions.
  9. Directs project control activities. Develops, interprets, and executes policy, objectives, and standards applicable to cost and schedule control and analysis activities.
  10. Prepares the project controls plan for assigned projects.
  11. Maintains liaison with functional management to coordinate workload and staffing plans, work processes, and procedures.
  12. Provides counsel, advice, and assistance to management on matters dealing with government legislation, Department of Energy (DOE) contract compliance, and/or Laboratory policies and procedures to ensure compliance.
  13. Provides guidance and interpretation of policies and programs.
  14. Ensures proper communication to employees and other organizations on the implementation of policies, procedures and practices.
  15. Defines and recommends organizational objectives, develops specific short-term and long-range plans, and monitors progress to assure work objectives are attained and schedules are met.
  16. Directs preparation of concise studies on complex subjects for management; identifies problem areas, investigates alternative solutions, determines cost implications, and recommends solutions.
  17. Provides input for budgets; reviews applicable segment of budgets in relation to objectives to ensure cost effectiveness.
  18. Directs the administration of employees including, forecasting staffing requirements, developing and executing action-oriented programs to address affirmative action placement goals, directing assignments, assuring training and development, monitoring performance, and initiating personnel actions.
  19. Fosters a mutually respectful work environment that is free from discrimination and harassment.

Job Knowledge

  • Experience and demonstrated skill in directing cost-engineering functions, including cost estimating, cost control, and cost analysis, in the field and the home office. Experience and demonstrated skill in directing, planning, and scheduling functions, including schedule development, control, and analysis, in the field and home office. Experience and demonstrated skill in establishing criteria for project controls activities.
  • Skilled in direction, personnel administration, and training of technical and non-technical personnel.
  • Skilled in oral and written communication, with demonstrated ability to present project controls information to management/client.
  • Demonstrated skill in identifying, analyzing, and solving problems.
  • Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience. Knowledge of current industry and technical developments.

Education

  • Position typically requires a bachelor’s degree and three-to-five years of related management experience, or an equivalent combination of education and experience.  At this level, post graduate course work may be desirable.

A. Supervision Received

  • Receives technical and operational direction from functional project controls management. Receives operational direction from directorate manager.

B. Supervision Exercised

  • Provides technical and operational direction to assigned personnel.

C. Contacts

  • Continuing contacts with project managers; project team members; engineering, procurement, and construction management; and client personnel.
