Position Overview

This STR position is part of the Construction Management Division and will serve as the project representative for various subcontract activities. The STR is responsible for the execution and coordination of assigned subcontract activities required to successfully complete assigned projects on schedule and within budget.

Key Position Requirements

Required skills are excellent telephone skills; initiative, follow-through; independent decision-making and ability to input data to electronic databases and filing systems. Demonstrated experience with applications such as Microsoft Office, MeetingMaker, FilemakerPro, Oracle, T&E, iProcurement, Concur. Proven excellent attendance record, dependability, and punctuality are a must. L clearance required.

Summary

Responsible for the management of construction, maintenance, or site services subcontracts from conception to closeout for the Los Alamos National Laboratory (LANL).  Implements construction, maintenance, or site services subcontract management in accordance with established Acquisition Services Management Division and Construction Management Division or Maintenance and Site Services division policies and procedures.  Oversees and monitors performance in accordance with the terms and conditions of complex subcontracts and Department of Energy (DOE), Laboratory, and site-specific requirements.  Provides support to more experienced sub-contract technical representatives in the management of subcontracts for the Laboratory.

Job Duties

  1. Safety and security are a primary responsibility for all Laboratory employees. Maintains required safety and security training, assures safety and security compliance, and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.  Overall responsibility for worker safety on the project implementing a Zero Accidents philosophy.
  2. Oversees and monitors performance of complex subcontracts.
  3. Develops and submits requisition packages. 
  4. Provides oversight of the program and subcontract compliance with safety, quality, cost, schedule, security, and environmental subcontract performance within the terms of the contract.
  5. Maintains a thorough knowledge of the subcontract and initiates trends for approved changes or any change that impacts the cost and schedule of the subcontract.
  6. Coordinates arrangement for site access and de-conflict competing site activities.
  7. Confirms that all required permits, clearances, work documents, and other requirements are in place prior to work.
  8. Conducts progress review meetings.
  9. Supports the subcontract close out activities (acceptance inspections, punch list, closeout of claims, etc).
  10. Adheres to policies and programs concerning the maintenance and site services organization.
  11. Maintains contract files.
  12. Researches, assembles, and/or evaluates information or data regarding industry practices or applicable regulatory changes affecting subcontract policies or programs; recommends sound, practical solutions to complex issues.
  13. Fosters a mutually respectful work environment that is free from discrimination and harassment.

Job Knowledge

  • Proficiency in the formation and administration of subcontracts through the several steps of bidder pre-qualification, compilation of bid requests, receipt of bids, bid evaluation, award, monitoring the performance of contractors, back charge procedures, resolution of claims and disputes, and other such related steps.
  • Through knowledge of the Laboratory’s organizational structure.
  • Through knowledge of subcontract policies and procedures.
  • Through knowledge of government regulations affecting facility subcontract management.
  • Demonstrated skill in the preparation and presentation of oral and written reports.
  • Experience and demonstrated skill in identifying problem areas, investigating alternative solutions, and determining action to be performed on problems affecting maintenance and site services subcontract management.

Education

  • Position typically requires a recognized degree in engineering, construction, or contracts law discipline or specialized courses in contract management and a minimum of eight years of related experience, or an equivalent combination of education and experience.  At this level, post graduate course work may be desirable.

Direction

A. Supervision Received

  • Receives functional and operational direction from First Line Manager (including SubContracts Manager) and/or Lead STR

B. Supervision Exercised

  • Provides oversight and technical guidance to subcontract support, and/or clerical employees, if assigned.

C. Contacts

  • Construction or Maintenance and Site Services Subcontracts Manager, Lead STR, Project Managers, Acquisition Services Management personnel, and all levels of project subcontract personnel.
