Abstract:

This working paper discusses the potential impact Medicaid program reduction and budget cuts will have on rural communities across the Nation. It addresses proposed State actions to minimize program expenditures and the effect such actions would have on the Nation's rural communities. The paper discusses Medicaid pharmaceutical costs and benefit reductions, decreases in provider reimbursement rates, and the expansion of managed care and/or case management.
