Abstract:

This monograph consists of three policy studies that analyze how Ryan White Comprehensive AIDS Emergency Resource (CARE) Act funds are spent. It examines Title I and II spending patterns over a 3-year period, the meeting of specific fiscal requirements by Grantees, and the administration of Title II Emerging Communities Formula Grant program funds. The monograph makes recommendations directed toward policymakers, CARE Act administrators, and Grantees. It includes tables and references.
