Public MCH Program Functions Framework: Essential Public Health Services to Promote Maternal and Child Health in America--State Applications

This report describes the experiences of State Maternal and Child Health and Children with Special Health Care Needs programs. It discusses a framework to address reorganization issues, develop strategic plans, and orient new State and local MCH staff. It provides information to develop contractor standards, prepare budget and staffing justifications, train future public health professionals, and educate constituents.
