Commissioner Spitzer's statement on modification of interchange and transmission loading relief reliability standards; and electric reliability organization interpretation of specific requirements of four reliability standards
"I thank staff for their work on this order.
Since FERC designated the North American Electric Reliability Corporation (or NERC) as the Electric Reliability Organization two years ago, NERC has worked to establish a system of mandatory, enforceable reliability standards under the Commission's oversight.
Today we approve modifications to five of the Interchange Scheduling and Coordination Reliability Standards submitted to the Commission for review by NERC. We also approve NERC's proposed interpretations of five specific requirements of previously-approved Reliability Standards. Further, NERC is directed to provide additional explanation as to a sixth Reliability Standard, which pertains to Transmission Loading Relief procedures.
This final rule is another example of our on-going efforts to ensure the imperative of a reliable electric grid. I am thankful for the efforts of NERC and the Regional Entities in developing, monitoring and enforcing of the mandatory Commission-approved Reliability Standards".
