HHS Awards $9.3 Million for HIV/AIDS Dental Care

The U.S. Department of Health and Human Services (HHS) today announced $9.3 million in funding to dental education programs that deliver oral health care to HIV-positive patients.
 
The 66 awards, funded under the HIV/AIDS Dental Reimbursement Program of the Ryan White CARE Act, reimburse dental education programs for non-reimbursed costs incurred in treating patients with HIV infection.  The CARE Act was enacted in 1990 to improve care and services for low-income and uninsured and underinsured people living with HIV/AIDS. 
 
“Many uninsured HIV-positive patients likely would receive no oral health care without this program,” said Elizabeth Duke, administrator of HHS’ Health Resources and Services Administration, which oversees the program. 
 
In 2004, Dental Reimbursement programs cared for more than 31,000 patients living with HIV, and dental students and residents provided close to 239,000 hours of direct clinical oral health services to these patients.  The programs also reported that 47 percent of their patients had no other source of payment or insurance for oral health care.
 
The Dental Reimbursement program has awarded $94.5 million in funding to dental education programs since 1997, and total CARE Act funding since FY 2001 exceeds $9.85 billion.   More than 571,000 individuals access life-sustaining care and services each year under the CARE Act.
