HRSA's FY 2005 Budget Increases to $7.37 Billion

HRSA's fiscal year 2005 budget totals $7.37 billion, an increase of $181 million over FY 2004 figures.

As occurred last year, HRSA's Consolidated Health Center program accounted for over half of the total increase in the agency's annual budget. Funds to continue President Bush's five-year initiative to expand the health center system rose to $1.7 billion in FY 2005, an increase of $117 million over the FY 2004 total.

In FY 2004, the budget for health centers increased by $112 million over FY 2003, while the year-to-year increase for the entire agency during the same period was $191 million.

"The continuing support for President Bush’s health center initiative reflects confidence in the way HRSA has administered the expansion,"said HRSA Administrator Elizabeth M. Duke. "It also recognizes HRSA's success in completing our basic mission – to increase access to health care throughout America."

In 2004, HRSA-supported health centers delivered primary and preventive health care to an estimated 13.2 million Americans -- almost 3 million more than in 2001, when the President announced his initiative.

Funds for Ryan White CARE Act programs increased by more than $28 million in FY 2005. At $2.05 billion, the CARE Act remains the highest-funded program administered by HRSA.

FY 2005 budgets for other major program areas – including Maternal and Child Health, Healthcare Systems (formerly Special Programs) and Rural Health – are virtually equal to last year's totals. The budget for Health Professions fell by about $27 million.
