HRSA Announces $13.4 Million for HIV/AIDS Care to Five Cities

The Health Resources and Services Administration has announced an additional $13.4 million in funding to support HIV/AIDS care and services in five urban areas.

These awards complete the FY 2007 formula grant awards under Part A of Title XXVI of the Public Health Service (PHS) Act, as amended by the Ryan White HIV/AIDS Treatment Modernization Act of 2006. Part A of Title XXVI of the PHS Act was previously referred to as Title I of the Ryan White Comprehensive AIDS Resources Emergency (CARE) Act, the predecessor statute.

The five metropolitan areas listed in today’s announcement are receiving formula Part A grants as “Transitional Grant Areas” (TGAs), a new designation under the legislation. The law changes the method of determining eligibility by including both Eligible Metropolitan Areas (EMAs) and TGAs. The change gives funding priority to urban areas with the highest number of people living with AIDS, while helping mid-sized cities with emerging needs.

Under the new law, 22 areas continue as EMAs and 29 former EMAs are now designated as TGAs; formula Part A grants to these areas were announced March 5. The grants announced today go to the five metropolitan areas that are newly eligible as TGAs. Cities are considered TGAs if they have at least 1,000, but not more than 1,999, cumulative AIDS cases during the most recent five years, and a population of 50,000 or more persons.

To be eligible as EMAs under Part A as amended, metropolitan areas must have a cumulative total of more than 2,000 AIDS cases over the most recent five-year period and a population of 50,000 or more persons.
