Soldiers' and Sailors' Civil Relief Act of 1940, as Amended
PURPOSE:  The purpose of this change is to extend the rescission date of the basic circular so that stations continue to provide guidance on VA’s position with respect to this act.

 

Circular 26-96-1 - January 17, 1996
FLOOD INSURANCE REQUIREMENTS FOR VA AS A DIRECT LENDER, SERVICER, OR SELLER OF LOANS

1. APPLICABILITY. On September 23, 1994, the President signed Public Law 103-325, which included amendments to the National Flood Insurance Act. The amendments impose new procedural requirements on "Federal Agency Lenders," including VA in its capacity as a lender, servicer, seller and buyer of loans. The requirements addressed in this circular are effective immediately, unless otherwise specified. This circular addresses only the flood insurance requirements and procedures VA must comply with as a direct lender, servicer, seller and buyer of loans. For flood insurance requirements on loans guaranteed by VA, see Circular 26-90-13.

PURPOSE: H.R. 1291, Veterans Education and Benefits Expansion Act of 2001, was signed by the President on December 27, 2001. A Public Law number has not yet been assigned. This circular explains the provisions of this bill which affect the Loan Guaranty Program.

Procedures for Obtaining "Bidding Instructions" from VA
PURPOSE: This circular clarifies existing guidance on information that must be provided to obtain specified amount advice ("bidding instructions") from VA, including cases involving reductions of loan indebtedness in order to avoid "no-bids"

 

Circular 26-01-1 Change 2 -January 7, 2002
Requirements for Notification, Evaluation and Reduction of Lead-Based Paint Hazards in VA-Acquired Properties
Purpose: The purpose of this change is to extend the rescission date of the basic circular so that stations continue to ensure that VA complies with Department of Housing and Urban Development (HUD) and Environmental Protection Agency (EPA) final rules governing the notification, evaluation, and reduction of lead-based paint and/or lead-based paint hazards in federally owned housing.
