GILMAN, Ph.D. ASSOCIATE DIRECTOR FOR EDUCATION SUBJECT: OGE Videotape: "Guide to the Standards of Ethical Conduct" The Office of Government Ethics (OGE) has recently completed a videotape titled "Guide to the Standards of Ethical Conduct." Copies of the videotape (in VHS format) and accompanying Study Guide may be ordered through the National Technical Information Service, 5285 Port Royal Road, Springfield, Virginia 22161. "Guide to the Standards of Ethical Conduct" is the first of a series of training materials and videotapes that OGE intends to produce over the next few years. It is intended to be used as an aid for ethics officials in educating themselves about the recently published Standards of Ethical Conduct for Employees of the Executive Branch (5 C.F.R. Part 2635). %X0E%It is not intended to be used in training conducted for rank and file employees.%X0F% "Guide to the Standards of Ethical Conduct" is designed primarily to be a detailed outline of the new Standards. The videotape is 50 minutes long, and is divided into three sections of approximately equal length; each section summarizes the major provisions of a portion of the Standards. There is a short pause between each section to allow viewers to explore the issues raised by the new rule. The Study Guide, which contains a brief summary of each Subpart of the rule, as well as hypothetical questions, may be distributed to the audience to facilitate this discussion. The videotape and Study Guide may be used with or without an instructor present. It may also be viewed by a single individual as part of a self-education process. However, every agency ethics official or employee who has responsibility for implementing part of an agency ethics program should be provided with a copy of the new Standards either before or after viewing "Guide to the Standards of Ethical Conduct." In the next few months, we expect to produce another videotape that will be suitable for use in training rank and file employees. The tape will be an update of the OGE videotape "Public Service, Public Trust," which many agencies have successfully used in training sessions for their employees. We anticipate that it will be available for distribution early in 1993. We will provide you with the necessary information for ordering that tape as soon as it becomes available.
