HHS Awards $21.5 Million for HIV/AIDS Care and Services for Women, Infants, Children, Youth and their FamiliesHHS Secretary Mike Leavitt today announced 22 grants totaling $21.5 million to support primary care services, access to clinical trials, and research for women, infants, children, youth and their families affected by HIV/AIDS. Todays grants are funded under Title IV of the Ryan White CARE Act, which is administered by HHS Health Resources and Services Administration. Title IV services include primary and specialty medical care, psychosocial services, logistical support and coordination, and outreach and case management. Title IV programs help identify HIV-positive pregnant women and safeguard their newborns against perinatal transmission, said HHS Secretary Mike Leavitt. The result has dramatically reduced transmission of the virus from HIV-positive mothers to infants. Every year, an estimated 531,000 individuals receive treatment and services through the CARE Act, which observes its 15th anniversary this year. The demographics of the epidemic have dramatically shifted over the years. Since 1985, the proportion of estimated AIDS cases diagnosed among women has more than tripled, from 8 percent in 1985 to 27 percent in 2004. The HIV infection rate among women continues to rise at an alarming rate, noted HRSA Administrator Elizabeth M. Duke.
