Synopsis: DACS-07P2170 - Technical and Administrative Support for the U.S. - Based Activities of the East Asia and Pacific Summer Institutes (EAPSI) Program

The National Science Foundation (NSF) is soliciting proposals for Technical and Administrative Support for the U.S.-Based Activities of the East Asia and Pacific Summer Institutes (EAPSI) Program for NSF’s Office of International Science and Engineering of the Office of the Director.  The contractor will work with NSF, summer institute participants (graduate students), other federal agencies, international science and engineering organizations, and support organizations that own and/or manage logistic resources and facilities such as travel and hospitality organizations, to provide operational and programmatic support.

Operational and programmatic support services will include: establishing a resource office that will offer national publicity for the program, developing and maintaining a Help Desk, designing and maintaining a resource-rich website that will support applicants and awardees, implement IT tools and build program awareness; developing a database system to track outreach success and broaden the diversity of the applicant pool; organizing pre-departure orientation; offering pre and post-program scientific networking and mentoring activities for program Alumni; developing a program evaluation protocol; providing staff support for logistical and administrative processes as necessary.  The international operational resource support will take place in the East Asia and Pacific Region.

This acquisition is unrestricted.  NSF anticipates publishing the RFP on June 1, 2007 on FedBizOpps, with proposals due approximately 30 days later.  Contract award is expected by September 25, 2007, with an effective date of October 1, 2007.  A cost plus fixed fee contract with a base period of three years contemplated, with two one-year option periods.  The total period of performance, including all option periods, is 60 months.

An Ombudsman has been appointed to help resolve any offeror’s non-routine matters or concerns that may not have been sufficiently addressed by the Contracting Officer.  Additional information concerning the Ombudsman program, including contact information, may be found at http://www.nsf.gov/bfa/dcca/ombud.jsp

Place of Performance:
Primarily off-site at the Contractor’s Facility.  Some work will be required to be performed on-site at the National Science Foundation, 4201 Wilson Blvd, Arlington, VA, 22230 or off-site at International locations as outlined in the contract.
